DESC: THE UNITED STATES ARMY TANK-AUTOMOTIVE AND ARMAMENTS COMMAND-WARREN (TACOM-WARREN) WILL BE ISSUING A SOLE SOURCE REQUEST FOR PROPOSAL (RFP) TO CHANG INDUSTRY INC. FOR A FOLLOW-ON CONTRACT TO CONTRACT DAAE07-99-C-L062. CHANG INDUSTRY WILL CONTINUE DEVELOPMENT, INTEGRATION, DOWNSIZING, PACKAGING, TESTING OF THE PROTOTYPE, EXPANDED COVERAGE AND EXTENDED RANGE VARIANT OF THEIR FULL SPECTRUM ACTIVE PROTECTION CLOSE IN LAYERED SHIELD (FCLAS) SYSTEMS, INITIALLY DEVELOPED UNDER CONTRACT DAAE07-99-C-L062. IN "PHASE-1" OF THE EFFORT, THE CONTRACTOR WILL FURTHER DEVELOP FCLAS SAFE AND ARM ELECTRONICS, DOWNSIZE AND INTEGRATE THE FCLAS SENSOR AND COUNTERMEASURE DESIGNS INTO THE PROTOTYPE FCLAS PACKAGE. THE CONTRACTOR SHALL CONDUCT STATIC AND DYNAMIC TESTING OF THE PROTOTYPE FCLAS PACKAGE AND SHALL DOCUMENT ITS EFFECTIVENESS AGAINST ROCKET PROPELLED GRENADE (RPG), ANTI-TANK PROJECTILES AND SMALL ANTI TANK GUIDED MISSILES (ATGM). THE STATIC AND DYNAMIC TESTS AGAINST THE FLYING PROJECTILES WILL USE A HIGHLY INSTRUMENTED TEST RANGE TO DOCUMENT THE PROJECTILES RESIDUAL FLIGHT AND LETHALITY AFTER BEING SUBJECTED TO THE EFFECTS OF THE FCLAS COUNTERMEASURES. IN "PHASE-2", THE CONTRACTOR WILL FURTHER DEVELOP AND EXPAND THE FCLAS SENSORS RANGE AND COVERAGE, SENSOR ELECTRONICS, AND DOWNSIZE AND INTEGRATE THE FCLAS SENSOR AND COUNTERMEASURE DESIGNS INTO AN EXPANDED CAPABILITY FCLAS SYSTEM. THE CONTRACTOR SHALL CONDUCT ANALYSIS, STATIC AND DYNAMIC TESTING OF THE EXPANDED CAPABILITY FCLAS SYSTEM DESIGN AND SHALL DOCUMENT ITS EFFECTIVENESS AGAINST REAL AND SIMULATED ROCKET PROPELLED GRENADE (RPG), ANTI-TANK PROJECTILES, SMALL ANTI TANK GUIDED MISSILES (ATGM), DUAL-PURPOSE IMPROVED CONVENTIONAL MUNITIONS (DPICMS), SMART MINES, MAN PORTABLE STINGERS AND RECOILLESS RIFE HEAT ROUNDS. THE STATIC AND DYNAMIC TESTS AGAINST THESE FLYING PROJECTILES WILL USE A HIGHLY INSTRUMENTED TEST RANGE TO DOCUMENT THE PROJECTILES RESIDUAL FLIGHT AND LETHALITY AFTER BEING SUBJECTED TO THE EFFECTS OF THE EXPANDED FCLAS COUNTERMEASURES. IN "PHASE-3", THE CONTRACTOR WILL FURTHER DEVELOP, DEVISE AND EXTEND THE RANGE OF THE FCLAS COUNTERMEASURE DELIVERY SYSTEM, UPGRADE, DOWNSIZE AND INTEGRATE IMPROVED FCLAS SENSOR AND COUNTERMEASURE DESIGNS INTO AN EXTENDED RANGE FCLAS PACKAGE. THE CONTRACTOR SHALL CONDUCT ANALYSIS, STATIC TESTS AND DYNAMIC TESTING OF THE EXTENDED RANGE FCLAS PACKAGE IN A SETTING THAT SIMULATES A ROTARY WING AIR CRAFT PLATFORM. THE CONTRACTOR SHALL DOCUMENT THE EXTENDED RANGE FCLAS PACKAGE'S EFFECTIVENESS AGAINST REAL AND SIMULATED ROCKET PROPELLED GRENADE (RPG) ANTI-TANK PROJECTILES AND MAN PORTABLE SURFACE TO AIR MISSILES. THE STATIC AND DYNAMIC TESTS AGAINST THE FLYING PROJECTILES WILL USE A HIGHLY INSTRUMENTED TEST RANGE TO DOCUMENT THE PROJECTILES RESIDUAL FLIGHT AND LETHALITY AFTER BEING SUBJECTED TO THE EFFECTS OF THE EXTENDED RANGE FCLAS COUNTERMEASURE SYSTEM. THIS REQUIREMENT WILL BE ACQUIRED AS A COST PLUS FIXED FEE (CPFF) CONTRACT WITH CHANG INDUSTRY INC., LAVERNE, CA. THE PERIOD OF PERFORMANCE IS FOR FORTY (40) MONTHS FROM DATE OF AWARD. THIS REQUIREMENT WILL BE SOLICITED BY A FORMAL REQUEST FOR PROPOSAL.
