Description: Upgrade B44 HVAC This project will engage an Architect-Engineering firm to provide Schematics, Design Development, Construction Documents, Contract Drawings, Specifications, Construction Cost Estimate, Engineering Calculations and subsequent Construction Period Services for the above referenced project, specifically to involve: Architect / Engineering services are required for design, preparation of Contract Documents, and Construction Period Services, for a non-recurring maintenance (construction) project to develop a long range improvement / upgrade plan for the HVAC system in the facility's main research building, B 44. Design to construct the initial phase of the planned improvements. Such work may include upgrade of controls, upgrade to VAV distribution system, ductwork, air handling, humidification, chilled water, cooling towers and a second phase of energy recovery work. Schedule - Design to be completed to allow an award of the Construction Contract in December 2008. Construction cost estimated to be in the range of 1.0 to 2.0 million dollars. The A/E firm must have an active production office within a 200 mile radius of White River Junction, Vermont. The following factors will be considered: reputation and standing of the firm and its principal officials with respect to professional performance, general management and cooperativeness/record of significant claims against the firm because of improper or incomplete architectural and engineering services, specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. Award is subject to the availability of funds. Submissions of SF 330s are due NLT April 18, 2008. Please note that this is not a Request for Proposal and the Government is seeking information for planning purposes only and does not constitute a solicitation or a commitment by the Government to later publish a solicitation. This announcement is not a request for competitive quotations. No solicitation document is available and telephone inquires will not be honored; however interested parties may submit literature detailing how their services meet the VA requirements to the Contracting Officer. Responses received on or before April 18, 2008 will be considered.
