This is a pre-solicitation/synopsis notice posted in accordance with requirements of FAR 5.204.??The C4ISR, Operational Management, Engineering and Technical Services II (COMETS II) contract shall provide non-personal, Advisory & Assistance Services (A&AS) and Systems Engineering and Technical Assistance (SETA) and operational support services for U.S. Army Space and Missile Defense Command (USASMDC) / U.S. Army Strategic Command (ARSTRAT) and agencies which collaborate with them on definition, plann ing, development, and execution of C4ISR, space, missile defense, and Transformational Communications (TC) missions. Typical tasks will include development of tools and architectures, vision statements, and doctrine; program services to include planning, d evelopment, fielding, implementation, integration, installation, and documentation; modeling, simulation, and integration; technical services to define and exploit existing and future communications capabilities; rapid prototyping, limited fabrication, and limited procurement or production of communications systems; operational services; testing; training; independent verification and validation; integrated logistics services; programmatic services; and analysis of emerging technologies. The Government inte nds to award at least two Multiple Award (MAC) Indefinite Delivery, Indefinite Quantity (IDIQ) Performance Based Contracts with a 12-month base ordering period beginning 31 August 2008-31 July 2009 with four consecutive one-year option periods. This non-co mmercial contract will issue Cost-Plus-Fixed-Fee and Cost reimbursable Line Items task orders. Resultant Task Orders under this award will be competed in accordance with Fair Opportunity requirements in FAR 16.505(b) and terms and conditions of the resulta nt MAC. The estimated value, including all options, for all task orders that may be awarded is $448,000,000. This acquisition will be conducted through a best value source selection evaluation process pursuant to Federal Acquisition Regulation (FAR) 15.3, Department of Defense Federal Acquisition Regulation Supplement (DFARS) 215.3. This acquisition will be a total Small Business Set-Aside. The NAICS Code is 541712 with a size standard of 1,000 employees. Opening date for the solicitation shall be the date the RFP is posted on FedBizOpps, and closing date will be posted in Section L of the Request for Proposal.? The contract award number will be issued when award is made.?All prospective offerors must have a Commercial and Government Entity Code (CAGE Code) and shall be actively registered in the Central Contractor Registration (CCR) at www.ccr.gov.
