Description

Air Force Research Laboratory, Human Effectiveness Directorate (AFRL/RH ) solicits research proposals for the Fiscal Year (FY) 08 Historically Black Colleges or Universities (HBCU) and Minority Institutions (MI) set aside program. This proposed effort is being considered as 100 percent set aside for Historically Black Colleges or Universities (HBCUs) and Minority Institutions (MIs), as defined bythe clause at 252.226-7000 of the Defense Federal Acquisition Regulation Supplement. The offeror must represent and certify as part of the offer that it is an HBCU/MI as shown in DFARS provision 252.226-7008. The HBCU/MI submitting an offer shall agree that at least 50 percent of the cost of the contract incurred for personnel shall be for the employees of the HBCU/MI.
