Request for Proposal (RFP) number DOLJ09UA00023 for the continued operation of the Brunswick Job Corps Center located at 4401 Glynco Parkway, Brunswick, GA 31525, (912) 264-8843. The contract will include direct Career Transition Services for the Brunswick Job Corps Center. Job Corps is a residential training program for economically disadvantaged youth, between the ages of 16 and 24. The program is administered by the Department of Labor ? Office of Job Corps. It is anticipated that the resultant contract will be a Performance-Based Cost-Plus-Incentive Fee contract for a two-year base period from January 1, 2009 through December 31, 2010, plus three unilateral options of one year each. The RFP will be made available approximately April 4, 2008 at the following website: http://www.fedbizopps.gov/. The average capacity for the center is 400 youth of which 400 are residential (256 male and 144 females) and 0 non-residential. This contract will provide Post-Center Career Transition Services to 120 eligible students (85 Graduates and 35 Former Enrollees). The successful contractor shall provide academic and career technical training, operate counseling and residential living programs and provide support services to include: wellness/health services, student employability records, behavior management and incentive system, clothing issuances, mail and legal services. The contractor shall provide overall center management, procurement and property management, facility operations and maintenance, security and safety services, community relations and public information. All activities will be in compliance with applicable DOL/Job Corps regulations, and policies. A Pre-proposal Conference for this procurement will begin promptly at 9:30 a.m. local time on Thursday, April 10, 2008, introductions, a walk-through of the facility and a review of the RFP will be conducted at the Brunswick Job Corps Center. It is recommended that interested parties download the RFP from the website prior to attending the Pre-proposal Conference and facility walk-through. All questions prior to the Pre-proposal Conference should be submitted in writing to the Contracting Officer (owens.lynn@dol.gov) to facilitate responses at the conference. Proposals in response to this RFP will be due no later than Tuesday, June 03, 2008, at 2:00 p.m. Eastern Time and will be received at: U.S. Department of Labor, Office of the Assistant Secretary for Administration and Management (OASAM), 61 Forsyth Street, S.W., Room 6B36, Atlanta, GA 30303, Attn: Lynn D. Owens, Contracting Officer. All responsible sources may submit a proposal, which shall be considered by the Agency.
