Description

INTENT TO AWARD A UNIQUE SOURCE CONTRACT. The U.S. Forest Service, Great Onyx Job Corps, Mammoth Cave, Kentucky, intends to award a sole source contract to ACRT for Urban Forestry Instruction Service. Great Onyx Job Corp trains young adults through a vocational training program. One of the vocational areas is Urban Forestry. In performance of this contract, the Contractor must maintain an on-Center staff of a full-time Urban Forestry Program Manager/Instructor. The Contractor must recruit and hire only qualified staff. Instructors must be properly certified, licensed, or accredited to teach Urban Forestry Standards nationally. The Contractor will be responsible for direct supervision of their staff at the Job Corp Center. The Urban Forestry training program shall provide the following vocational training services in the Certified Tree Worker Technician Program: 03099HT Trainee, 73099JA Ground Level Tree Worker, 73099JB Aerial Tree Worker, and 073099JB Certified Tree Worker. All vocational training services shall be provided in accordance with the Job Corps Policy and Requirement Handbook; Training, Student Assistance Guide; Vocational Training, Training Achievement Record; and any standards established by the Office of the Director, Job Corps, U.S. Department of Labor, and Contractor. ACRT, Inc. (Akron, Ohio) is the only known source approved by the Department of Labor and certified by the International Society of Arboriculture to teach this trade. Numbered Note 22: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
