Description
Naval Air Warfare Systems, Orlando Training Systems Division, in support of the Center for Security Forces, intends to issue a contract modification to Firearms Academy of Hawaii, under contract N61339-04-D-0038, on a sole-source basis due to only one known responsible source who can meet the requirement until the full scope of the requirement can be solicited competitively. This contract extension will provide for instructional support of the Security Reaction Forces – Basic (SRF-B), Security Reaction Forces - Advanced (SRF-A), Visit, Board, Search and Seizure (VBSS) and Armed Sentry courses. SRF-B and SRF-A at Groton, CT and PACNORWEST are taught on a turnkey basis, with the contractor providing all instructors, course materials, equipment and facilities. VBSS, SRF-A and the Armed Sentry course are taught on an instructor only basis in Sasebo/Yokosuka, Japan. This contract modification will extend the period of performance for the SRF-B, SRF-A, VBSS and Armed Sentry courses at PACNORWEST and Sasebo/Yokosuka, Japan from 31 May 2008 to 30 November 2008. This contract modification will extend the period of performance for the SRF-B and SRF-A courses in Groton, CT from 31 May 2008 to 30 January 2009. Although more than one source may be able to fulfill the requirement, this would create substantial duplication of cost to the Government that is not expected to be recovered through a competition for the short term extension of services. The SRF-B training will provide Navy personnel the fundamentals of watch standing and the use of weapons. The SRF-A course will provide personnel assigned to a security reaction force team the training and education for the prevention of threats, whether from the pier, small boat of any other means from penetrating a unit in accordance with current naval directives under normal and emergency conditions. The courses taught in Japan will provide instruction in Visit, Board Search and Seizure, force protection fundamentals, shipboard security, engagement, weapons and armed sentry fundamentals. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
