Description

The U.S. Fish and Wildlife Service, Region 3, is soliciting proposals for a Performance- Based Service Contract for Tree Cutting and Habitat Clearing Services. Multiple awards are anticipated from this announcement. The resultant contract(s) will be an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for a base period of performance plus four additional option years. The tree cutting services are for the purposes of clearing trees and understory of brush from specified habitat areas. Services include, but are not limited to, piling and/or shredding of slash, stump trimming, the herbicide treatment of stumps and re-emerging saplings, and removal of woody biomass. The areas to be covered includes the following U.S. Fish and Wildlife Service Wetland Management Districts (WMDs) of (1) Morris WMD, which includes the counties of Traverse, Big Stone, Stevens, Pope, Swift, Lac Qui Parle, Chippewa, and Yellow Medicine; (2) Fergus Falls WMD, which includes the counties of Wilkin, Otter Tail, Grant, and Douglas; (3) Litchfield WMD, which includes the counties of Todd, Stearns, Kandiyohi, Meeker, Wright, Renville, and McLeod; (4) Big Stone WMD, which includes the counties of Lincoln and Lyon; and (5) Detroit Lakes WMD, which includes the counties of Polk, Norman, Mahnomen, Clay, and Becker. This solicitation is 100-percent set-aside for small business concerns. The North American Industrial Classification System (NAICS) code is 113310 with a corresponding small business size standard of 500 employees. The Request for Proposal (RFP) package will be available approximately April 23, 2008, with proposals due on or about May 23, 2008. The U.S. Fish and Wildlife Service will hold an informational pre-proposal conference once the solicitation is issued. The pre-proposal conference date, time, and location will be announced via an amendment to this announcement. The RFP will be only available at http://www.fedbizopps.gov and http://ideasec.nbc.gov.
