THIS IS A SOLE SOURCE SYNOPSIS! The 45 th Contracting Squadron has a sole source requirement for purchase and installation of thermal imaging FLIR camera at Complex 47: installation requires 50 pole capable of viewing the Atlantic side of Cape Canaveral AFS; include all conduit, trenching, fiber modules, cables, mounting hardware, licensing, surge protection, labor, and warranty as part of turnkey solution; vendor is responsible for obtaining approvals for trenching and building as necessary; camera must interface with existing 45 SFS Enterprise Video Management System (EVMS) and have thermal imaging within a three mile range. Installation of two license plate cameras for the Patrick AFB South Gate and Vehicle Inspection Gate 24/7, four (4) cameras total. Installation of three license plate reader (LPR) cameras for the Cape Canaveral AFS (CCAFS) Deas Gate, one LPR for CCAFS north boundary and one LPR for CCAFS west boundary, five (5) cameras total. This is a Sole Source with SmartWatch Security & Sound LLC IAW FAR 6.302-1. IAW FAR 5.207(c)(15) SmartWatch Security & Sound LLC is the only source capable of fulfilling the government’s requirement SmartWatch Security & Sound LLC, submitted a letter stating that licensing is controlled and limited to a single source, limiting this ability which, eliminates any unauthorized access to restricted and confidential content. SmartWatch does not have any alternative agency or distributors authorized to provide the clandestine programming and licensing required for expansion of the existing EVMS. The use of a different system, due to the awarding to any other contractor/vendor, would void any warranty that 45 SFS has for these systems by introducing foreign software/products. By awarding this contract to Smart Watch 45 SFS ensures the connectivity of the additional cameras to the existing system. The attached Sole Source Justification has been made available for review. No solicitation documents exist at this time. This item/service utilizes North American Industry Classification System (NAICS) code of 6350, size standard: $20.5M. FAR 5.207(c)(16)(ii) all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice of intent is not a request for competitive quotes; however, the government will consider any responses from capable sources received within 6 days after date of publication of this synopsis. 45 CONS/PKB has determined that SmartWatch Security & Sound LLC is the only source capable of providing this requirement.
