Vendor will supply all materials and labor for door installation as well as removal and disposal of existing door(s). ***************** This is a combined synopsis/solicitation for services in which the government intends to acquire in accordance with FAR Part 13, Simplified Acquisitions Procedures. Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Alaska Fisheries Science Center, Auke Bay Laboratories has a requirement FOR OVERHEAD ROLLING DOORS. See attached Statement of Work for more information. All interested concerns must submit a quotation and documentation demonstrating the qualifications to provide services as described above within fifteen (15) days of the publication date of this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation has been issued. A firm-fixed order is anticipated to be issued in within 24 hours of closing date and time. All responses must be in writing and delivery to fax number (907)789-6004 attention to Heather Mahle, email to heather.mahle@noaa.gov, or provide to address indicated in solicitation. Faxed or Emailed Correspondence or Response to Solicitation should reference solicitation # ABL-18111, in the Subject line to ensure it is received successfully. This is a simplified acquisition with an estimated value of less than $150,000.00. The following provisions and clauses shall apply to this solicitation and resultant award. No Award can be made unless Cotnractor/Vendor is registered and active in SAM. For additional information visit www.sam.gov. In order to register with SAM and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number. SPECIFICATIONS Metal Door purchase for Subport Auke Bay Laboratories 250 Egan Drive Juneau, Alaska DELIVERABLE SCHEDULE: Delivery 60 days from date of award. Items offered or quoted must meet or exceed specifications below Vendor to provide two quotes: 1)One 12 x 15 non-insulated door 2)One 12 x 15 insulated door Selection of which door to purchase will be made a time of award. Purchase of multiple doors may be awarded. Vendor will supply all materials and labor for door installation as well as removal and disposal of existing door(s). OFFER TO INCLUDE DELIVERY TO SITE AND INSTALLATION at 250 Egan Drive, Juneau, AK 99801 NOMINAL SPECIFICATIONS: Non Insulated Door Specifications: Curtain: Galvanized Steel Slats, minimum 20 gauge. No windows. Equivalent to Cornell ESD10 or Amarr 4000 series door. Operator: Commercial grade jack shaft opener configured to close when close button is pressed and held. Insulated Door Specifications: Curtain: Galvanized Steel Slats, minimum 24 gauge. No windows. Equivalent to Cornell ESD20 or Amarr 4100 series door. Insulated slats to have nominal R value of 8.0. Operator: Commercial grade jack shaft opener configured to close when close button is pressed and held. This order will not require assignment of a user account and access to DOC data systems. This contractor will not need access to Government hardware, application software, system software, and sensitive data. Suspension of Work and Government Shut Down In the case of a Government Wide Shutdown, this contract/order may be subject to a stop-work order. A stop-work order may be issued by writing by the Contracting Officer or Government Official. In accordance with FAR 42.13 - Suspension of Work, Stop-Work Orders, and Government Delay of Work is also made a part of this Acquisition. NOAA will not make payments to contractors for products or services not obligated before the funding lapse. If a contract or order has been issued and funded and productive work is possible then Contractor may continue to operate under your Contract during Laps on written approval of the contracting officer. However, depending on the duration of a funding lapse, the absence of available Federal employee oversight may lead an agency to reconsider whether the contract or grant activity should continue to be performed. Federal employees will not be available to make timely payments to the contractor or grantee in accordance with the contract. INVOICING In compliance with the Prompt Payment Act, the Financial Management Division will pay an invoice in accordance with the terms set forth in the contracts with vendors if a "proper invoice" is received. Contractor shall invoice for hours worked on a biweekly basis. A "proper invoice" (sample available upon request) includes: 1.Name of the vendor, invoice date, and sequential invoice number; 2.Purchase order number; 3.Description, price and quantity of property and services actually delivered or rendered; 4.Period of work performance invoiced; 4.Payment terms; 5.Other substantiating documentation, for example a waybill for shipping charges if freight is $100 or more, or other information as required by the contract; 6.Name, title, phone number, and complete mailing address of the responsible official to whom payment is to be made. Invoices are to be submitted to: DOC/NOAA/NMFS Auke Bay Laboratories Ted Stevens Marine Research Institute 17109 Point Lena Loop Rd Juneau, AK 99801 FEDERAL, STATE, AND LOCAL TAXES Except as may be otherwise provided in this contract price includes all applicable federal, state, and local taxes and duties in effect on the date of this contract but does not include any taxes from which the Government the Contractor or this transaction is exempt. Upon request of the contractor, the Government shall furnish a tax exemption certificate or similar evidence of exemption with respect to any such tax not included in the contract price pursuant to this clause. For the purpose of this clause, the term "date of this contract" means the date of the contractors quotation or, if no quotation, the date of this Purchase Order. AWARD CRITERIA Award will be made to lowest price technically acceptable based on above listed specifications SUBMISSION OF QUOTES A response to this Request for Quote by interested parties shall consist of the following: •A quote containing detailed specifications for product offered; •Quote must include shipping FOB destination •Verification that the vendor is registered in SAM and has completed the OnLine Representations and Certifications or has otherwise included completed FAR 52.212-3 Representations and Certifications. All responses to this solicitations sent by email or fax should reference the Solicitation # ABL18111, to ensure proper receipt of your response.
