The General Services Administration (GSA) Great Lakes Region 5, announces an opportunity for the "31st Floor Cyclical Painting " project at the Anthony J. Celebrezze Federal Building, 1240 East Ninth Street, Cleveland, OH. The Scope of Work for this includes the contractor providing all labor, supervision, materials, equipment and associated accessories for the replacement of existing vinyl wall base, removal of wallcovering and cyclical painting of the 31st floor common corridors of the Anthony J. Celebrezze Federal Building. This procurement is open to all businesses. Funds are presently available for this project. The North American Industrial Classification Code (NAICS) is 238320 with a size standard of $15 million. The total estimated construction cost for this project is less than $25,000.00. This is a negotiated procurement, there will NOT be a public bid opening. The awardee will be competitively chosen using Source Selection (FAR 15.3) procedures. The objective of the Source Selection Process is to select a proposal that represents the best value to the Government. The technical factors will be significantly more important than price. As the technical factors become more equal, price becomes more important. The following technical factors will be considered when selecting a contractor: qualifications of key personnel, experience providing similar work and past performance. Non-price factors will be considered more important than price. As non-price factors become more equal than price becomes the determining factor. Upon issuance of the Notice to Proceed (NTP) the contractor will have 30 calendar days to complete this project. The Government reserves the right to make award on initial offers. The soliciation cited above can only be obtained by accessing the secure website, FedBizOpps (FBO). FBO is designed to safeguard sensitive but unclassifed (SBU) acquisition information and is fully integrated with other electronic Government initiatives, including the System for Award Management (SAM) (www.sam.gov). registration in both SAM and FBO is required in order to download solicitation documents and is used to validate vendor identity. Contractors not registered in these systems will be ineligible for award. Potential offerors will be respondible for downloading the solicitation and monitoring the website for amendment(s), if any to the solicitaiton. The solicitation will be available on or about July 2, 2018. A pre-proposal site visit will be scheduled within two weeks of the issuance of the solicitation; notification to the Contracting Officer of the proposed attendance will be required. GSA considers attendance at this conference vital to the preperation of a competitive and cost effective proposal and to understanding the total resut desired by the Government. Failure to attend this meeting may not be used as an excuse for ommissions and miscalculations in offers. Offers will be due on or about August 1, 2018 2:00PM CST. An award is anticipated before August 15, 2018.
