The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award contract efforts to Northrop Grumman Systems Corporation - Aerospace Systems (NGSC-AS), San Diego, CA for the procurement of the miscellaneous repair & replacement kits for the MQ-8B. The proposed contract action(s) identified above are those for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements."NGSC-AS is the original prime contractor and integrator for the MQ-8B Fire Scout UAS. Schweizer Aircraft is the original supplier of the base Air Vehicle converted into an MQ-8B and the sole designer, developer, and manufacturer of these parts. Schweizer 333 production was closed down when purchased by Sikorsky and the data rights and intellectual property were subsequently acquired by NGSC-AS, therefore NGSC-AS is the only contractor with the requisite knowledge, experience, and technical data that can meet the Governments requirements for the procurement of the miscellaneous repair & replacement kits for the MQ-8B. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
