This Invitation for Bids (IFB) is made using the procedures of Federal Acquisition Regulation (FAR) Part 14, Sealed Bidding. The National Park Service, Northeast Region (NER), New England Major Acquisition Buying Office (NE-MABO), will evaluate bids in response to this solicitation, without discussions, and contemplates awarding a contract to the responsible bidder whose bid, conforming to the solicitation, will be most advantageous to the Government, considering only price and the price-related factors specified elsewhere in the solicitation. Award is restricted to small businesses in accordance Federal Acquisition Regulation (FAR) 6.203 -- Full and Open Competition After Exclusion of Sources, Set-Asides for Small Business Concerns. The IFB will be set-aside for 100% for Small Businesses under NAICS Code: 238160, Roofing Contractors (SBA size standard $15.0 Million). FAR Clause 52.219-14 applies. The prime contractor shall not pay more than 85% of the amount paid by the Government for contract performance, excluding the cost of materials, to firms that are not similarly situated. Any work that a similarly situated subcontractor further subcontracts will count towards the 85% subcontract amount that cannot be exceeded. A similarly situated subcontractor is a business that would have qualified under the set-aside that was used for this acquisition. The order of magnitude for this project is estimated to be between $500,000 and $1,000,000. See Section L of this solicitation for Special Notices regarding the submission of a complete bid. The onsite period of performance is found in Solicitation Section F clause 52.211-10, Commencement, Prosecution, and Completion of Work. (APR 1984). U.S. Dept. of Labor, Construction Wage Rate General Decision Number NJ180037 Rev 01 dated 01/12/2018 (Attachment 0004) applies to the work described herein. Location of Work: The location of this work is within the Fort Hancock and the Sandy Hook Proving Ground National Historic Landmark District, part of the Sandy Hook Unit of Gateway National Recreation Area; The buildings are located off Hartshorne Drive in Highlands, New Jersey. Interested parties are strongly encouraged to inspect site prior to proposing. Details for scheduling a Site Visit can be found in Section L, FAR 52.236-27, SITE VISIT. A Pre-proposal conference is not planned. VETS-4212 Report: Prospective bidders are put on notice that the FAR prohibits making any award to a contractor that has not submitted the required annual VETS-4212, Federal Contractor Veterans Employment Report (VETS-4212 Report), with respect to the preceding fiscal year if the contractor was subject to the reporting requirements of 38 U.S.C. 4212(d) for that fiscal year. Refer to FAR clause 52.222-37 -- Employment Reports on Veterans.
