The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) intends to issue an 24 month Architect and Engineering (A & E) contract on a noncompetitive basis to HDR Architecture, Inc. (HDR), in accordance with 10 U.S.C 2304(c)(1), as ), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". This is for follow up design services during the construction of the Instrument Development Facility. HDRs efforts include: responding to RFIs to address design questions, review submissions, track sustainability effort, assist in the commissioning effort, and provide a calibrated building energy model after construction is completed. The construction period is slated to last approximately 24 months and HDRs effort shall be approximately the same. As the designer of record HDR is liable for the final design and therefore the logical choice for providing the technical support required for a complete and usable product. The contract will have a maximum ordering value of $883,724.00 on a Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) task order contract with an effective ordering period of 24 months. The Government does not intend to acquire a commercial item using Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m., Eastern Standard Time, on February 1, 2018. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
