Ex-POW Guest Speaker Sessions H92239-18-T-XPOW, Amendment 0001 The SOLICITATION is amended as follows: ADDED CLAUSES: By Reference 52.232-18 -- Availability of Funds (Apr 1984) By Full Text 52.232-19 -- Availability of Funds for the Next Fiscal Year (Apr 1984) Funds are not presently available for performance under this contract beyond 08 December 2017. The Governments obligation for performance of this contract beyond that date is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise for performance under this contract beyond 08 December 2017, until funds are made available to the Contracting Officer for performance and until the Contractor receives notice of availability, to be confirmed in writing by the Contracting Officer. (End of Clause) QUESTIONS & Government Responses: 1. Has a contractor performed similar work to this for the Government in the past? Please provide the incumbent contract number. Government Response: Yes, the two most recent contracts were H92239-13-C-0008 and H92239-16-C-0001. 2. Paraphrased to the question: Can we propose a different price for different speakers? Government Response: No, that would be considered multiple quotes and alternative pricing. The quote should contain a price per session with 18 sessions per year for a base and 4 optional years. Per ADDENDUM TO FAR 52.212-1 INSTRUCTIONS TO OFFERORS, para (e) "Multiple quotes. Vendors should submit only one quote..." Per 52.212-2 EVALUATION--COMMERCIAL ITEMS, paragraph 2, prospective offerors shall provide the following: "The unit price shall include a firm fixed price for each session of Guest Speaker Service Engagements. The unit price shall be fully inclusive of the Guest Speakers time, travel (to Fort Bragg, NC), lodging (per diem for Fayetteville, NC) and any other direct costs attributed to the session. Alternate pricing is not acceptable. All prospective offerors shall propose a price per session with the total annual price calculated for 18 sessions per year..." 3. What is the "required documentation" found in the technically acceptable to be considered best value? Government Response: In accordance with (IAW) SOW Para 3.5 Guest Speaker Qualifications. Speaker must be a validated as Ex-POW per the Joint Personnel Recovery Agency (JPRA) records and FAR Clause 52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014), paragraph, 1. TECHNICAL ACCEPTABILITY. Technical acceptability is defined as the contractors ability to provide at least two Guest Speakers listed as validated Ex-POWs per the Joint Personnel Recovery Agency (JPRA) records. Desired capability is to have at least 3-5 validated Ex-POWs that can provide support. Technical acceptability will be evaluated on a Pass or No-Pass basis. Required documentation would be proof that all proposed Guest Speakers are EX-POWs IAW the JPRA. The JPRA Archives is able to verify/confirm POW status and provide a prospective offeror written documentation that a proposed Guest Speaker is validated as an Ex-POW. 4. Can the page limit be increased to 4 pages so we can provide a short bio of each provided speaker? Government Response: Per ADDENDUM TO FAR 52.212-1 INSTRUCTIONS TO OFFERORS, para d., Quotes shall be submitted on the combined synopsis/solicitation and may include an attachment for its technical description submission (no more than 3 pages). The attachment should be no more than three pages - which should be sufficient for the technical description submission (para d. (4)) to include short bios for up to 5 guest speakers. 5. How many multiple awards will there be? Government Response: Per ADDENDUM TO FAR 52.212-1 INSTRUCTIONS TO OFFERORS, paragraph 3) (h) Multiple awards. The Government will consider multiple awards. At this point in the solicitation, the Government cannot determine the number of awards.
