Sources Sought Base Paving Grand Forks AFB THIS IS A SOURCES SOUGHT ANNOUNCEMENT FOR INFORMATION ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. The Air Force is seeking sources for a firm-fixed price, requirements-type contract, with a potential for a competitive 100% set aside for 8(a), HUBZone, Service Disabled Veteran Owned Small Business, Women-Owned or Small Business concerns. The purpose of this sources sought notice is to obtain information on qualified and experienced contractors interested in providing proposals on maintenance and repair of asphalt and concrete paving at Grand Forks AFB, North Dakota, in accordance with the below description. IF ADEQUATE RESPONSES ARE NOT RECEIVED FROM THE ABOVE-MENTIONED CONCERNS, THE ACQUISITION MAY BE SOLICITED ON AN UNRESTRICTED BASIS. DESCRIPTION OF REQUIREMENT The contractor shall furnish all plant, labor, materials, equipment, supplies and supervision necessary to complete Base Pavements requirements in strict accordance with the construction documents. Principal features are as follows: construction of hot bituminous pavement with tack coat and portland cement concrete on streets and roads as directed. Remove and replace existing concrete and asphalt pavements. Remove and replace base courses for street and road construction. Survey, determine proper grade and drainage slopes, re-grade, repair, and compact existing base course as directed in preparation for placement of new pavements. Excavate existing sub-base and base materials for removal, and install new suitable sub-base and base materials for pavements as directed. Install minor and major patches in pavements, including base course repair as directed. Install new and/or remove and replace existing concrete sidewalks, brick paver sidewalks, concrete curb and gutter as directed. Survey and adjust elevation manholes/catch basins/structures as required to meet new or existing pavement surface. Install and/or repair storm/sewer inlets as directed. Prepare and seal cracks in asphalt pavements 1/8-inch wide or wider. Install bituminous sand/chip seal or fog coats as directed. Mill/remove pavements as directed. Install new concrete curb and gutter, brick paver sidewalk and concrete sidewalk as directed. Install new PVC storm drain lines as directed. Install new manholes/structures as directed. Stripe pavements as required, to include site development/layout (i.e. parking plan). Install new light poles, block heater plug-ins with associated foundations, conduit, wiring, etc. in parking areas or streets. Survey to establish roadway, curb, and storm sewer inlet elevations, drainage flow lines, and provide as-built drawings to include cross sectional details for all work installing new pavements where none existed previously. Hydro-mulching or sod placement shall be performed on all turf areas disturbed by work and for new/repair installations. Provide Geographic Information System (GIS) and Computer-Aided Drafting and Design (CADD) per specifications. Provide environmental plans to include, but not limited to, storm water management plans and permits for construction activities, spill control plan, hazardous waste plan, dust control plan, quality control plan, etc., per specifications. The period of performance will be a base and four option periods, beginning 1 June 2018 to 31 May 2023. Work to be performed will be within the North American Industry Classification System (NAICS) Code 237310 - Highway, Street and Bridge Construction and the small business standard of $36.5M. Request interested firms respond to this notice and include the following in their Capability Statement: (a) Firms INFORMATION [name, address, phone number, CAGE Code]; (b) Firms INTEREST to qualify [e.g., prime contractor, teaming partner, job venture, primary subcontractor]; (b) STATUS [e.g., 8(a) [including graduation date], HUBZone-certified small business, Service-Disabled Veteran Owned small business, small business, large business, etc.]; (d) CAPABILITY STATEMENT [Interested contractors must demonstrate a history of relevant experience with a primary focus on firm-fixed type contracts that are recent (within the last three fiscal years), performance history (identified by contract/project number, project title, dollar amount, point(s) of contact with telephone/fax numbers, and in what capacity (e.g., prime, subcontractor, etc.) performed)]; (e) INDUSTRY STANDARDS [Interested contractors must demonstrate a history of relevant experience with industry standards for this type of project. (f) PERCENT OF WORK the firm can commit to accomplishing the referenced project with in-house (not subcontracted) labor. Interested contractors must provide the above information to the points of contact listed herein. Information submitted shall be in sufficient detail as to allow for government review of firms interest and capabilities. Responses shall be limited to six (6) pages. The government reserves the right to set this acquisition aside for Small Business, 8(a), HUBZone, Women-Owned or Service Disabled Veteran Owned small business firms based on the responses it receives. Once the determination has been made to either set-aside the acquisition or solicit on an unrestricted basis, it will be posted on this website. This request for information (RFI) notice is issued for planning purposes only. This is not a Request for Proposal (RFP). Responses to this notice will assist the government in identifying potential sources and determining if a set-aside of the solicitation is appropriate. This notice does not obligate the government to award a contract, issue a solicitation, or pay for any proposal preparation costs.
