Specifications Justification This is a Notice of Intent to Award a Sole Source Contract using Federal Acquisition Regulation FAR Part 13,Simplified Acquisition Procedures. The US Army Contracting Command, Aberdeen Proving Ground Tenant Division, 6001 Combat Drive, Aberdeen Proving Ground MD 21005. Global Navigation Satellite System (GNSS) Simulator specifications: 1. Modular Chassis 2. GNSS operating software 3. GPS Signal generator a. 2 RF outputs i. One providing 16 channels GPS L1 module ii. One terminated for future use. 4. 1000Hz Simulation Iteration Rate (SIR) 5. Able to support GPS, GLONASS, Galileo and BeiDou GNSS systems. 6. Ability to have 160 channels plus 640 embedded multipath channels across 10 independent frequencies in one chassis. 7. 0.3mm RMS Pseudorange Accuracy, 120,000 m/s Relative Velocity 8. In-field upgradeability of principal GNSS functionality and capability 9. Ability to combine multiple chassis to form an integrated, coherent signal generator if more signals or outputs are required. 10. Ability for Y, AES-M and Non-AES-M code via data server with the purchase of additional hardware. 11. Ability to provide an option to provide a real-time emulation of the inertial sensor outputs along with the GNSS constellation to operational performance of an integrated GPS/Inertial system using a coherent signals. The Government intends to award a firm fixed price sole source contract to Spirent Federal Systems. The Associated North America Classification Systems (NAICS) Code is 334515 and the Business Size Standard is 750. All responses received within seven (7) days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interests and capability to respond to this requirement no later than 4:00 PM Eastern Time, Monday November 13,2017. Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
