Contracting Office Address

Department of Energy, Federal Locations, Western Area Power Administration, Lakewood, Colorado, United States

The U.S. Department of Energy (DOE) Western Area Power Administration (WAPA) Sierra Nevada Region (SNR) intends to solicit, negotiate, and award a firm-fixed-price purchase order under the simplified acquisition threshold to Open Access Technology International, Inc. (OATI) (3660 Technology Dr., NE, Minneapolis, MN 55418) under the authority of FAR 13.106-1(b)(1). WAPA-SNR requires training on existing OATI web-hosted software applications, which include: 24x7x365 subscription-based electronic tagging (E-Tagging and Reporting Tool), WebData, WebTrader, CISO Bidding Module, MRTU Interface, WebCalc, and CAISO Market Scheduling Module. Training must be completed November 27-29, 2017. The Contracting Officer (CO) has determined that the circumstances of the contract action deem only one source reasonably available based on market research which showed that OATI is the only authorized vendor to provide training on their own proprietary systems. The proposed contract action will be awarded using the procedures in Federal Acquisition Regulation (FAR) and Department of Energy Acquisition Regulation (DEAR) Part 12, Acquisition of Commercial Items, and Part 13, Simplified Acquisition Procedures. As the proposed contract action will be solicited from a single source, the solicitation will not be made available on FedBizOpps. The North American Industrial Classification System (NAICS) Code for the requirement is 611420 for Computer Training. The small business size standard for the requirement, as defined by the U.S. Small Business Administration, is $11 Million annual revenue. OATI is a large business for the applicable NAICS. Although the proposed contract action will be solicited from a single source, all responsible sources may submit a quote that will be considered by SNR. The Government will not be responsible for any costs incurred in response to this notice. Responses must be received by 10:00 AM Pacific Standard Time on 10 November 2017 to be considered. The CO intends to solicit, negotiate, and award to ABB, Inc. by 10 November 2017. Questions or responses may be submitted to the Contract Specialist, Ms. Nickie Cruthirds, by e-mailing cruthirds@wapa.gov.
