This is a SOURCES SOUGHT NOTICE (not a pre-solicitation notice pursuant to FAR Part 5) to determine the capability of potential sources and the availability of commercial sources pursuant to FAR Part 10. This notice is issued by the U.S. Coast Guard Shore Infrastructure Logistics Center (SILC) Norfolk, VA to identify sources capable of providing Facilities Maintenance Services which includes providing all personnel, planning, programming, administration, and management services and supplies required for the upkeep of the Coast Guard Training Center Yorktowns buildings, roads, grounds and other miscellaneous structures to ensure buildings receive adequate supplies of water, sewer service, electricity, heating, ventilation and air conditioning to enable the students, staff and faculty to execute training at the highest efficiency. The contractor shall operate, maintain, repair, improve, alter, and construct real property facilities improvements, provide equipment and related services to maintain all facilities at the Training Center Yorktown. The scope requires preventative maintenance, service calls and minor construction be performed at or above the commercial standard. The scope includes comprehensive commercially available facilities maintenance services. This includes adequate building maintenance as follows: heating, ventilation, air-conditioning (HVAC), plumbing, sewer, water, and electricity to maintain classroom, office, messing, barracks, gym, auditorium, generators, laboratory, and housing spaces at acceptable levels. This includes ensuring that building structures, including roofs, are properly maintained to avoid damage due to neglect or deterioration. The requirements also include: custodial, motor pool operation, pest control, grounds maintenance, refuse collection and disposal, food service equipment maintenance and repair, fire alarm maintenance and repair, and fire extinguishers maintenance and repair. The services shall be performed by trained and experienced HVAC mechanics, electricians, plumbers, carpenters, grounds personnel, tractor operators, maintenance workers, janitors, locksmith, motor mechanics and food service appliance mechanics at Training Center Yorktown, VA. The Training Center, Yorktown, VA occupies a site of approximately 154 acres of land on the York River; two miles east of Yorktown, VA. The Training Center site is a peninsula, bounded on the northwest by the Yorktown battlefield area, Colonial National Historical Park and on the southwest by the U.S. Naval Fuel Facility, Yorktown Branch. The shores of this peninsula face the York River on the north and Wormley Creek on the south. The period of performance is for a base plus four option years, if exercised by the Government, beginning 1 July 2018. The contractor shall furnish all labor, supplies, material, equipment, transportation and supervision necessary to perform the service requirements. The applicable NAICS Code is 561210 Facilities Support Service Contractors with a size standard of $38.5 million. Past performance information shall include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information). Offeror shall furnish this information for at least three (3) contracts, ongoing or completed within the last three years, for like or similar services, held with the U.S. Coast Guard, other Government agencies or private industry. Competition and set-aside decisions may be based on the results of this market research. This notice is for market research purposes only and does not constitute a Request for Quote or Request for Proposal; and, it is not considered to be a commitment by the Government nor will the Government pay for information solicited: no basis for claim against the Government shall arise as a result from a response to this Sources Sought or Government use of any information provided.
