Department of Veterans Affairs Veterans Health Administration November 3, 2017 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE Toshiba Service Maintenance 36C25018Q0015 The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) requires: preventive maintenance and emergency repair work to the radiology equipment listed below and located at the John D. Dingell VA Medical Center (JDDVAMC), 4646 John R, Detroit, MI 48201, for the period of November 12, 2017 through November 11, 2018. The Veterans Affairs Ann Arbor Health Care System intends to issue a sole source solicitation to Toshiba. Toshiba the software run on the unit is proprietary to Toshiba. Toshiba is the original equipment manufacturer and is the only source that possesses proprietary knowledge necessary to properly conduct preventive maintenance and repairs of the machines in service. This procurement is being conducted in accordance with FAR 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements. The NAICS code for this procurement is 811219 and the Small Business Administration Size Standard is $20.5M. This notice of intent to is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may submit a quotation, which may be considered by the agency, only if received by the closing date and time of this notice. Any response to this notice must show clear and convincing evidence that the responding company can meet the requirements of the Government. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
