NOTICE OF INTENT TO AWARD A SOLE SOURCE This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements. This purchase will be made utilizing Simplified Acquisition Procedures: • Federal Acquisition Regulation (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $150,000. • FAR Part 13.501 (a) for purchases exceeding the simplified acquisition threshold of $150,000. The Naval Research Laboratory (NRL) intends to award a sole source purchase order to WESTERN ENVIRONMENTAL TECHNOLOGY LABS to furnish: __X____See Attached Inquiry of Availability ___x____ See Chart Below Line Item Description Quantity Unit Price Total Price 1 Consulting services and report: a. Provide technical expertise in support of the goal of material scale-up, and assist in developing tradeoff metrics. b. Address factors such as electrical conductivity and field distribution in the scaled up samples. c. Develop a system level diagram of how the system will appear when implemented onto DOD clothing. d. Research and collaborate with commercial developers of clothing and polymetric coatings to develop an understanding of manufacturing cost model. e. Provide specialty absorptive materials to enhance the protective capability of the material being developed in the NRL program. f. Assist in electrode selection and implementation. g. Continuation of NRL purchase order N00173-16-P-1784 The North American Industry Classification System Code (NAICS) for this requirement is ________ 541330_______with the size standard of ____$15 million _________. The Federal Supply Code (FSC) / Product Service Code (PSC) procurement is____R425_____.
