Extension until 10/07/17 05:00 pm Solicitation Number: 70FB70-18-R-00000006 Notice Type: Combined Synopsis/Solicitation 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. The solicitation number is 70FB70-18-R-00000006 and is issued as a Request for Proposal (RFP). Under this requirement, Federal Emergency Management Agency (FEMA) intends to award multiple commercial, Firm Fixed Price (FFP) Purchase Orders, as needed. 3. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-86. The applicable North American Industry Classification Standard (NAICS) code is 488330. The small business size standard is 1,250 employees. This is an unrestricted, full and open acquisition. 4. FEMA intends to purchase the below items: A floating housing facility, with Berthing and Hotel Services (all meals including Boxed/bagged lunches as required, drinking water, wash water, restroom facilities, laundry, power, climate control, waste disposal, onboard and gangway security, dining space(s), break room(s), etc. for up to 6000 FEMA approved personnel. The initial requirement is for a minimum period of 30 days onsite with the option for FEMA to exercise, at its sole discretion, multiple additional 14 day increments in the following ports: 5. PORT Draft Restriction Total Bed Capacity Required Mayaguez, PR 28ft 250 Ponce, PR 38ft 750 St. Croix, USVI None 1500 St. John, USVI 5 500 St. Thomas, USVI None 1000 Time of delivery: Within 10 days from Date of Award Period of Performance: 30 days with 14 day increments 6. Description of requirements for the items to be acquired: The Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA) has a requirement to acquire cruise ships and/or accommodation barges for up to 2,000 people in Puerto Rico. 7. Quotes must include company name, company DUNS number, and point of contact information. 8. The Transportation Priorities and Allocation System (TPAS) will apply to this acquisition. PROVISIONS AND CLAUSES: In case of inclement weather not permitting arrival of participants, the Government reserves the right to make one adjustment to the period of performance with advance notice. The provision at FAR 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition and is incorporated by reference. b. FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition and paragraph (a) is completed as follows: The Government will award contract(s) resulting from this solicitation to the responsible offeror(s) whose offer is Lowest Price Technically Acceptable (LPTA) (1) Technical (2) Unit Price The Government intends to award a commercial purchase order(s) resulting from this solicitation to the lowest priced, technically acceptable responsible offeror(s). The factors identified above will be the evaluation factors used to evaluate all offers received. Quotes must be specific in details and clearly identify all the government requirements. On Technical factor: proposals must meet the following: Below is the technical review information for the new contract, in priority order. This contract is for one, two or three ships that can sleep (combine) up to 2000 people. If multiple ships, we will accept them in increments up to full award as long as they all can meet the RDD. a. Delivery is within 7 days of award. b. Flexible contract terms, ie. 30 days firm, then 14 day increments c. Ability to provide their own bulk water while ported d. Cost e. Ability to provide box/bagged lunches f. All ships and barges must meet the below guidelines produce by US Coast Guard i. Must have valid Safety of Life at Sea (SOLAS) Passenger Ship Safety Certificate (PSSC). ii. All SOLAs certificates must be current. iii. Crew must be fully trained in Firefighting, crowd control, and crisis management. iv. All officers must have current licenses and endorsements. v. Vessel certificates must have been issued by a member of the International Association of Classification Societies (IACS). vi. All emergency and lifesaving equipment must be in proper operating condition. vii. Must complete satisfactory on-site and offsite assessments. Off-site assessments will supplement on-site efforts at cruise operators expense. viii. Must be able to obtain a Certificate of Financial Responsibility (COFR) and a Non Tank Vessel Response Plan (NTVRP). 9. Technical and/or administrative questions must be submitted in writing to FEMA-NRCC-CAUL@fema.dhs.gov, Isaac.chapple@fema.dhs.gov and FEMA-NRCC-CAS@fema.dhs.gov no later than 3:00PM EST, Friday, October 6, 2017. Individual responses will not be given. Responses to all inquiries will be published by amendment to the solicitation and posted to FedBizOpps.
