The Naval Air Systems Command (NAVAIR) hereby issues the following synopsis for the S-92A Pilot Proficiency Training Aircraft. This is a follow-up announcement to the SOURCES SOUGHT N00019-17-R-0108 previously posted to FedBizOpps on 23 June 2017 at the following link: https://www.fbo.gov/spg/DON/NAVAIR/N00019/N00019-17-R-0108/listing.html. The SOURCES SOUGHT announcement includes details of the procurement and general tasking required. Postings on the Sources Sought link are now closed. All future postings regarding this S-92A Pilot Proficiency Training Aircraft effort will be provided on this FBO webpage. The Government received and reviewed responses. No further action is required from respondents of the sources sought. Based on the market research received, this competition will be brand name mandatory IAW with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR Part 6.302-1(c), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". Only offers that can provide services that include an S-92A Aircraft will satisfy the requirements of this procurement. The Government intends to issue a FAR Part 12, Low Price Technically Acceptable (LPTA) Request for Proposals (RFP). Please continue to monitor this website for updated information as it becomes available. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. There is no commitment by the Government to issue a solicitation, make an award or be responsible for any money expended by interested parties before award of a contract for the effort described above.
