The U.S. Army, Joint Munitions and Lethality Life Cycle Management Command (JM&L LCMC) Acquisition Center, Picatinny Arsenal, NJ 07806-5000 has a requirement to develop and integrate technology enhancements for the XM-7 Networked Command Munition (Spider) that is currently in Low-Rate Initial Production, to include the following: 1. Enhanced communications to extend range of the current Spider radio. 2. Additional situational awareness and target/non-target discrimination capability (sensing). 3. Improved operator interface to decrease decision timeline (system latency). 4. Non-lethal warning and escalation of lethal force (response flexibility). 5. Intersystem integration (seamless network connectivity to FBCB2). 6. Networked Munitions common controller. The JM&L LCMC intends to satisfy this requirement through a sole source contract to the Joint Venture of Alliant Techsystems Inc. of Plymouth, MN 55442-2512 and Textron Defense Systems of Wilmington, MA 01887-2901. This action will be based upon Other Than Full and Open Competition procedures utilizing the authority of 10 USC 2304 (c)(1) - Only one responsible source and no other supplies or services will satisfy agency requirements, as implemented by FAR 6.302-1(a)(2)(ii). It is anticipated that the Government will issue a Cost-Plus Incentive Fee, Research and Development Letter contract, with a period of performance of 24 months.
