Description

It is the intent of the Missile Defense Agency (MDA) to negotiate on a sole source basis with Raytheon Company, Intelligence and Information Systems, 6825 Pine St, Ste 340 Mail Stop B8, Omaha, NE 68106 for the Mobile Very Small Aperture Terminal (MVSAT) Sytem with spares. The THAAD Peculiar Support Equipment (PSE) Component utilizes the MVSAT as an autonomous commmunications link for the Battery Support Center (BSC) and the Integrated Contractor Support Center (ICSS). In order to maintain commonality across the THAAD Fire Units and to minimize spares, it is required that all fielded THAAD BSCs (Battery Support Centers) and ICSSs (Interim Contractor Support Systems) utilize the same satellite communications system. The proposed acquisition is directed to Raytheon Intelligence and Information Systems pursuant to the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The MVSAT system is the primary means of external communications for the supply and support of fielded THAAD batteries.
