The US Army Joint Munitions and Lethality Life Cycle Management Command(JM&L LCMC) Picatinny Arsenal, NJ 07806-5000 is seeking sources to acquire a broad sampling of foreign-manufactured electric blasting caps, from a wide variety of commercial suppliers, drawn from manufacturers which are internationally distributed. The ideal distribution would be global, i.e. not limited to sources on just one continent. The products will be used to acquire a large and diverse population, in order to conduct research in market availability and quality control of these products. Interested Contractors are herein asked to identify, in their response to this Notice, what manufacturers and quantities of Blasting Caps are available to them on the open market, and submit the listing to the Government. Quantities to be actually purchased are unknown at this time, this decision will be made by the Government on a case-by-case basis as requirements are identified. Also it is requested, that you indicate in your response to this notice, if you already have, in place, valid and current appropriate licenses and/or certifications to import, transport, and store explosives & energetic materials at the time of this announcement. This announcement does not constitute an invitation for bids or a request for proposal, nor is it be construed as a commitment by the Government. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this announcement. The Government is not obligated to notify respondents of the results of this announcement.
