This is a Sole Source requirement to EADS North America Defense Company, 1616 North Ft Myer Dr, Suite 1500, Arlington, VA 22209-3100. The Government has a need to provide CFSRs to the Army National Guard (ARNG) in support of Hybrid CLS execution by the ARNG. The Government requires on-site, dedicated technical support at Hybrid CLS fielded locations for an interim period of time up to 12 months following aircraft fielding. CFSRs shall be fully qualified personnel [possessing the appropriate licens e and/or certification IAW Federal Aviation Administration (FAA) regulations] to oversee, advise, and provide technical and logistical assistance to Government maintainers and/or helicopter repairers in field level maintenance and maintenance related activ ities associated with the Light Utility Helicopter (LUH). The CFSR shall advise, oversee, and provide technical and logistical assistance to Government maintainers and/or helicopter repairers in the conduct of LUH field level maintenance and maintenance r elated activities; restoration of aircraft to flying status, preparation of maintenance documentation, including the utilization of forms and records IAW FAA regulations and Original Equipment Manufacturer (OEM) procedures. The CFSR shall advise, oversee, and provide technical and logistical assistance to Government maintainers and/or helicopter repairers in the use of the OEMs maintenance management and materiel management systems Web HELOTRAC-RL? and The New System (TNS). The CFSR shall oversee work performed by Government maintainers and/or helicopter repairers to the extent that the CFSR shall provide aircraft return to service IAW FAA regulations and OEM procedures. The CFSR shall provide assistance to Government maintainers and/or helicopter repa irers possessing FAA Airframe and Powerplant (A&P) certifications in the conduct of maintenance and/or maintenance related activities for those tasks that are unfamiliar and/or too complex and require oversight and supervision for aircraft return to servic e. The CFSR shall provide technical and logistical support for maintenance and/or maintenance related activities on an as needed basis utilizing fully qualified personnel possessing the appropriate license and/or certification IAW Federal Aviation Adminis tration (FAA) regulations to include, if needed, an FAA Inspection Authority (IA) certification.
