Sources Sought Notice--Construct conventional facilities for a new experimental area called Hall D Complex at the Thomas Jefferson National Accelerator Facility (TJNAF) as part of the 12 GeV CEBAF Upgrade. Structures include Hall D experimental hall with an attached Counting House of 14,700 square feet, extension of the existing underground concrete tunnel, support service buildings of 4,500 square feet, and associated roads, sidewalks, earth berm with retaining walls, and utilities to support the complex. Hall D is a single story, 45 feet high structure constructed of concrete, steel framing and insulated architectural metal panels, with a silicone coated polyurethane foam roof. The Counting House is a single-story, slab-on-grade, steel-framed structure building with insulated architectural metal panels. The existing underground concrete accelerator tunnel will be extended approximately 200 lineal feet to the Tagger Area, an underground concrete structure of approximately 6,600 square feet with an enclosed truck access ramp with rollup doors. The two service buildings are slab-on-grade, pre-engineered steel framed buildings with architectural metal panels on metal framing with a standing seam metal roof system. Other utilities include connections to existing systems and distribution to the new facilities for domestic water, sanitary sewer, electricity, and telecommunications raceways. Interested Offerors need experience with management of multi-phase site development projects, excavations requiring groundwater dewatering, waterproofing of underground structures and placement of large mass, concrete structures. Estimated magnitude: $10,000,000 - $15,000,000. Estimated construction period: award o/a January 2009; 24-30 months construction period in 3 phases: Phase I-construction of Hall D; Phase II-construction of remaining structures, and Phase III-connection to existing underground tunnel.
