The Navy intends to procure on a sole source basis from incumbent Booz Allen Hamilton Inc. 8283 Greensboro Dr. McLean, VA 22102-3838, 92,965 (ninety-two thousand nine hundred and sixty-five) hours of Engineering and Technical Services along with associated Travel and Materials for the research, design, development, integration, test and evaluation, installation, fielding, analysis, maintenance, material procurements, training and logistics for various programs supporting Communications-Electronics Advanced Technology (CEAT) programs for the United States Special Operations Command (USOCOM), the United States Central Command (USCENTCOM), the Marine Corps Systems Command (MCSC), and the Army Special Operations under Contract N00421-04-C-0058. This acquisition will result in the modification of existing Booz Allen Hamilton Contract N00421-04-C-0058 adding a cost plus fixed-fee level of effort Option V with a period of performance of six months that will run from 12 April 08 to 11 October 2008. This directed procurement is necessary as the current contract is scheduled to run out of ceiling 11 April 2008, twelve months early due to increased project requirements. The proposed additional six month option period is needed for continuing on-going projects currently being supported by Booz Allen Hamilton under Contract N00421-04-C-0058 while the follow-on action is being competed. Due to the on-going nature of the projects currently being done under Contract N00421-04-C-0058 and the need to continue these services without a break in work, Booz Allen Hamilton is the only practical source for providing the necessary continuation of these services until award of a follow-on contract. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit a proposal in which they identify their interest and capability to respond to the proposed follow-on requirement. The Government will consider all information received by 18 March 2008, 1530 EST. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
