Same as above During an animal disease outbreak emergency, APHIS is responsible for containing the spread of the disease, including safely disposing of infected carcasses and other related waste materials by on-farm or centralized composting. The composting process requires oversight by an SME, proper addition of carbon material and moisture to ensure proper windrow performance, daily temperature monitoring, evaluation of temperatures, and trouble-shooting of under-performing piles. The SME must work within the Incident Management structure established by APHIS. The structure may vary when responding to other types of incidents, such as natural disasters. The SME shall provide all services necessary to guide the construction of mortality composting windrows for emergency response to an animal disease outbreak in various locations, in accordance with the USDA APHIS HPAI Outbreak 2014-2016 Mortality Composting Protocol for Avian Influenza Infected Flocks. The Contractor shall provide all resources, equipment, and supplies necessary to provide carcass composting support services for APHIS or other APHIS-designated agencies during declared emergencies within the United States, and its territories.
