This communication is a notice of intent to award sole source. This notice of intent is not a request for quotes or proposals. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The proposed contract action is with the International Water Institute (IWI) a Fargo, North Dakota based 501c3 organization. PTMApp data are used to PRIORITIZE resources and the issues impacting them, TARGET specific fields to place CPs and BMPs, and MEASURE water quality improvement by tracking the expected nutrient and sediment load reductions delivered to priority resources. The tool enables practitioners to build prioritized and targeted implementation scenarios, measure the cost-effectiveness of the scenario for improving water quality, and report the results to pursue funds for project implementation. The IWI was the lead organization in the Red River Basin Mapping Initiative (RRBMI). Initiated in 2004, the RRBMI was a $5 million project funded by 15 local, state, and federal partners to collect and make publically accessible Light Detecting and Ranging (LiDAR) information for the entire Red River of the North Basin (~53,000 square miles). Since completion of the RRBMI in 2009, the IWI has been working with local and state agencies in ND and MN to develop innovative geospatial processing methods using LiDAR data to complement existing geospatial datasets to address local resource management issues and support decision-making.
