Draft PWS This announcement constitutes a Sources Sought Synopsis (market survey). This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise to issue a solicitation or award a contract. The 413th Contracting Support Brigade, Regional Contracting Office, Hawaii, is performing market research for a new service type contract for Escort Courier Service to be performed at Tripler Army Medical Center, Honolulu, Hi. The Government intends to award a firm fixed price commercial service type contract to not more than one awardee. The contract will include a base year + 4 option period. The Government intends to use the Lowest Price Technically Acceptable (LPTA) evaluation criteria. Anticipated evaluation factors may include the following: Factor 1: Relevant Work Experience Factor 2: Price The purpose of this sources sought notice is to determine interest and capability of potential qualified Small Business firms to include: Women Owned Small Business (WOSB): Economically Disadvantaged WOSBs: Historically Underutilized Business Zone (HUBZone) small businesses; and Service Disabled Veteran Owned Small Businesses (SDVOSBs) relative to the North American Industry Classification code (NAICS) 561613. The small business size standard for this NAICS code is $20.5 mil average annual revenue. Please note that any set asides to the above programs will require the offeror/Contractor to agree that 50%of the cost of contract performance incurred for personnel shall be expended by employees of the concern (See FAR 52.219-3, 52.219-14, 52.219-27, 52.219-29 and 52.219-30) To make an appropriate acquisition decision for this project, the Government may use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement may depend on the responses to this sources sought synopsis. SUBMISSION REQUIRMENTS FOR RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS 1. Your intent to submit a proposal for this project when it formally is advertised. 2. Name of your firm with address, phone number, email and point of contact. 3. CAGE code, DUNS number or a copy of your Central Contractor Registration (CCR) information. 4. Size of your firm, including category of small business, such as WOSB, EDWOSB, HUBZone, and/or SDVOSB. 5. Statement of Capability (SOC) stating your skills, experience, knowledge and equipment required to perform the specified type of work. This should include documentation of past specialized experience and technical competence in performing similar projects, up to three past projects for which your firm was the prime contractor. The SOC should be no more than two pages in length. Firms responding to this sources sought synopsis, who fail to provide ALL the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of the sources sought synopsis. NOTE: IF YOU DO NOT INTEND TO SUBMIT A PROPOSAL FOR THIS PROJECT WHEN IT IS FORMALLY ADVERTISED, PLEASE DO NOT SUBMIT A RESPONSE TO THIS SOURCES SOUGHT SYNOPSIS.
