This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is UNAWRD-17-Q-7191 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. The associated North American Industrial Classification System (NAICS) code for this procurement is 611710 with a small business size standard of $15.00M. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. FOB Destination shall be Joint Base Lewis McChord, WA 98433 The MICC Joint Base Lewis McChord requires the following items, Meet or Exceed, to the following: Base Period of Performance: 09/18/2017 - 09/17/2018 LI 001: Education Center Assistant Academic Advisor. Contractor shall provide all labor, parts, tools, transportation, and materials necessary to perform the required services in accordance with the Performance Work Statement. BASE PERIOD OF PERFORMANCE: 18 Sep 2017 - 17 Sep 2018., 12, MONTHS; LI 002: Contract Manpower Report to be completed in accordance with the Performance Work Statement., 1, EA; Option 1 Period of Performance: 09/18/2018 - 09/17/2019 LI 001: Education Center Assistant Academic Advisor. Contractor shall provide all labor, parts, tools, transportation, and materials necessary to perform the required services in accordance with the Performance Work Statement. OPTION 1 PERIOD OF PERFORMANCE: 18 September 2018 - 17 September 2019., 12, MONTHS; LI 002: Contract Manpower Report to be completed in accordance with the Performance Work Statement., 1, EA; Option 2 Period of Performance: 09/18/2019 - 09/17/2020 LI 001: Education Center Assistant Academic Advisor. Contractor shall provide all labor, parts, tools, transportation, and materials necessary to perform the required services in accordance with the Performance Work Statement. OPTION 2 PERIOD OF PERFORMANCE: 18 September 2019 - 17 September 2020., 12, MONTHS; LI 002: Contract Manpower Report to be completed in accordance with the Performance Work Statement., 2, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC Joint Base Lewis McChord intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC Joint Base Lewis McChord is taking this action in an effort to improve both vendor access and awareness of requests and the agencys ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. The contract price includes all applicable Federal, state, and local taxes and duties. Unless otherwise specified in this contract, the contractor shall obtain any necessary licenses and permits, give all notices, and comply with any applicable Federal, State, County, and municipal laws, codes, and regulations in connection with this award. The contractor shall not make news releases or otherwise provide information relative to the performance of this contract or information relative to any incident occurring on JBLM without prior approval of the Contracting Officer. The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed six (6) months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 calendar days. (a) The Government may extend the term of this contract by written notice to the Contractor within 30 calendar days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 calendar days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 3 years and 6 months. (End of clause) As part of price evaluation, the Government will evaluate its option to extend services (see FAR clause 52.217-8) by adding six (6) months of the offerors final option period price to the offerors total price. Offerors are required only to price the base and option periods. Offerors shall not submit a price for the potential six month extension of services period. The Government may choose to exercise the Extension of Services at the end of any performance period (base or option periods), utilizing the rates of that performance period.
