Responses to RFIs posted through 7 SEP 2017. Performance Work Statement Solicitation USPFO for Maine, Purchasing and Contracting Division is issuing the attached Request for Quote (RFQ) No. W912JD-17-Q-0007 for professional clinical behavioral health staffing services subject to FAR Part 13. All responsible sources are invited to submit quotes under this solicitation. This RFQ is 100% set-aside for small business under NAICS 561330, the applicable small business standard is $27.5 million. See attached performance work statement (PWS), solicitation, and Response document to questions already submitted under the presolicitation notice. The Behavioral Health (BH) Services position shall be filled at a minimum by a License Clinical Professional Counselor (LCPC) or License Clinical Social Worker (LCSW). This position meets the FAR 22.1102 definition of a professional employee and therefore is not covered by the Service Contract Act of 1965. There is a qualified incumbent contractor employee currently performing these services. Period of Performance (PoP): The period of performance shall be 26 SEP 2017 to 25 MAR 2018 with one option period to extend the period of performance to 11 JUN 2018 (2 ½ months) to align the period of performance with a similar staffing contract. The Government may, at award and at the contracting officers sole discretion, combine the six month base period of performance and the 2.5 month option period into one 8.5 month base period if available funding permits. For this reason, the Government will evaluate all quotes inclusive of options. Potential offerors must be registered in System for Award Management (SAM.gov) at time of submitting quotes to be considered for award. Responsive quotes shall consist of pricing submitted on attached SF1449, capabilities statement, and past performance references. Questions shall be submitted not later than 48 hours prior to quote submission deadline.
