The purpose of this amendment is to provide Questions and Answers (see attached document, Questions and Answers dated 9-6-17). This is a combined synopsis/solicitation for commercial services/items prepared in accordance with Federal Acquisition Regulation (FAR) in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. This solicitation is issued as a Request for Proposal (RFP); the solicitation number is VA118-17-R-2426 (see attached document: VA118-17-R-2426). The Department of Veterans Affairs (VA) Technology Acquisition Center (TAC) located at 23 Christopher Way, Eatontown, NJ 07724, intends to issue a small business set-side for mobile application services to maintain, redesign, and upgrade existing public-facing mobile applications previously built for National Center for Posttraumatic Stress Disorder (NCPTSD), in order to provide reliable, high-quality mental health service to Veterans, their families, health care providers, and others. The NCPTSD requires these services in order to provide native mobile application coding, user interface design, and graphic design. These services shall include delivering updates and modifications to the application code, user interface and graphic design of any existing publically-available native mobile applications for the iOS and Android platforms (e.g. PTSD Coach, Cognitive Behavioral Therapy for Insomnia (CBTi) Coach, Mindfulness Coach, Prolonged Exposure therapy (PE) Coach, Stay Quit Coach). NCPTSD is responsible for creating training and educational products to support evidence-based care of Veterans with Posttraumatic Stress Disorder (PTSD)] and related problems. PTSD is very common among Veterans and has a significant impact on Veterans quality of life. Most Veterans with PTSD do not access evidence-based treatments for PTSD, and many Veterans are either unable or choose not to access available mental health services of any kind. Lack of available services, distance from clinics, and stigma associated with mental health care are just a few of the barriers to providing care for Veterans and those living with a Veteran with PTSD. NCPTSD has developed mobile phone applications to overcome these and other barriers to care. The applications are designed to assist Veterans and their family members with understanding PTSD and related problems, tracking their improvement over time, obtaining support and resources, and managing symptoms using a variety of brief tools. The North American Industrial Classification System (NAICS) code for this effort is 541512. The solicitation shall close on September 8, 2017 at 12:00PM EST.
