Questions and Answers Contract Clauses that will be incorporated into any resulting contract Instructions, Conditions and Notices to offerors Representations, Certifications and Other Statements of offerors ONLY ELECTRONIC SUBMISSIONS THROUGH WWW.FBO.GOV WILL BE CONSIDERED Below are the itemized modifications needed for the new GSA trucks (2017 Dodge 3500 SRW 4 Door 4x4 Diesels) and Trailers (14 Haulmark box trailer). Work Included – The contractor shall furnish all labor, tools, and materials to install authorized modifications on 15 trucks and 15 trailers. Coordination of Work: - The contractor shall coordinate all work through the using agency Point of Contact (POC) and/or the Contracting Officer Representative (COR). Using agencies POC will be provided when notice to proceed is issued. The contractor shall be located within 55 miles of Camp Blanding Florida. Considering the organizational functionality, the vehicles shall be transported by the COR or unit representative to contractors place of business. Vehicles shall be made available with little notice, in event of natural disaster or emergency response notification. The contractor shall complete the work in 3 phases, 5 trucks and trailers incrementally. One or more of the items under this acquisition is subject to Free Trade Agreements. Truck Modifications 1. Bumper Mount with Debris Guard – Product Salient Characteristics - The following is provided as a guide to obtain, at a MINIMUM or EQUAL to the following specifications- - Installed bumper must include debris guard, welded one piece construction using ¼” – 3/16” thick steel, integrated winch mounting structure rated for use with heavy duty winches. - Welded eyelets for D shackles - Generous tire clearance that accommodates oversize tires - Integrated light ports, and light mounting holes on top of the bumper - Black powder coat finish with undercoat for durability, and it must be commercial duty rated and fleet approved. - Bolt on installation - Debris guards will be used to assist with route clearing and prevent damage to vehicles when responding to areas that may be blocked by storm debris. (15 total trucks) 2. Winch – - Product Salient Characteristics The following is provided as a guide to obtain, at a MINIMUM or EQUAL to, the following specifications- - The winch must be able to mount onto the installed steel bumper and have 8,000 to 16,500 lb pulling capacity. - Include 80 ft of 3/8 in synthetic rope or steel cable - 18,000 lb capacity hook - LED thermometric indicator for operator feedback - Large frame winch mounts with feet forward - Contactor control for reliable electronics, - Efficient series-wound motor - Three stage planetary gear train and cone brake. - Bolt on to debris guard - Used for route clearance, vehicle self-extraction, life safety in high angles, and ground anchor for high ropes rescue. (15 total trucks) 3. Wheel-to-Wheel Side Steps – - Product Salient Characteristics The following is provided as a guide to obtain, at a MINIMUM or EQUAL to, the following specifications- - Side steps must include step pads for safety and prevent slipping. - Must include bed step and be a 3-5 inch straight oval side step. - Powder coated, black steel, with welded end caps and a rocker panel mount. (15 total trucks) - Bolt on - Installation of wheel to wheel side steps is for safe access in and out of cab of truck while wearing full Personal Protective Equipment (PPE), for protection against debris damaging bottom side of doors and rescue lights, and ease of access into the bed of the truck from either side. 4. 1000 SW Inverter –Installation of one 1000 watt power inverter per vehicle is approved. - Product Salient Characteristics The following is provided as a guide to obtain, at a MINIMUM or EQUAL to, the following specifications- - The multi-outlet (2 outlets minimum with an USB plugin) power inverters will be used for repowering rescue equipment, computer navigations, and communications. - Other unique requirements for this installation is for it to be hard wired to the vehicle with a 25’ remote cable and include a remote switch providing easy on/off remote function to the user. Wiring must be hidden and the remote on/off switch should be located on the dash wherever space is available. - It will also provide automatic ignition lockout feature to shut down the inverter’s output when vehicle’s ignition is not engaged. This option will prolong battery life of the vehicle. - It should be located underneath the driver seat facing the rear seat. (15 total trucks). 5. LED Red/White Emergency Lights - Installation of emergency warning devices per local public safety regulations is authorized. Installation must include lights with up to 16 flashing modes. Lights must be able to be activated from inside of the truck and the controls must be safely accessible for both the driver and passenger. Light locations must be seen from 360 degrees. - Product Salient Characteristics The following is provided as a guide to obtain, at a MINIMUM or EQUAL to, the following specifications- Wattage: 3W (0.5W/LED) Number of LED: 6X LED (Each Light) Cable Length: approx.: 90cm Material: High Quality Aluminum alloy Housing + PC Lens (3 wires connection, Black for Negative, Red for Positive and Yellow for Change the flashing model) Features: Powered by 6 high intensity LEDs with optical lens. 16 different flashing patterns. Self-Contained Light Head, No External Flasher Required Built-In Heat Sink Fitment: Universal fit all Cars SUV vans and trucks with DC 12V. - Light Locations - Front emergency red/white lights located in grill and integrated into existing light system. Lights in grill will be subdued and there needs to be 2 sets of lights with 6 red/white LEDs on each. Dimensions of the lights are 5x2x1 inches. - Side emergency red/white lights located at the bottoms of the doors and above side steps. One set of lights on each side under each door. One set on each side mirror. (6 total sets). Each set needs to contain 6 Red/white LEDs and needs to be subdued. Dimensions of the light sets are 5x2x1 inches. - Rear emergency red/white lights installed in the existing tail lights and under rear tailgate above bumper. One set of lights in each tail light, and two sets subdued under tailgate and above rear bumper (4 total sets). Each set needs to contain 6 red/white LEDs and needs to be subdued. Dimensions of the light sets are 5x2x1 inches. 6. Siren / PA System Non Tactical Vehicles (NTVs, Trucks and Trailers), installation of emergency warning devices per local public safety regulations is authorized. - Product Salient Characteristics The following is provided as a guide to obtain, at a MINIMUM or EQUAL to, the following specifications- - Siren/PA system must be a 4 inch long, 6a, 12 VDC. - Finish: black - Include controller, microphone and speaker. - Siren located in engine bay driver’s side, PA system in lower center dashboard to be used by both driver and passenger safely. - Must include siren/horn switch, 6 different options for sirens, including the PA option. - Microphone with Extension Cable and volume dial, that can be safely manipulated by the driver located between driver and front passenger. 7. Safety LED Light Package -Installation of emergency warning devices per local public safety regulations is authorized. This safety light package will include a light bar mounted on front bumper, front corner lights (2), and rear backup lights (2) that will be installed on the front grill. Due to low light conditions during hurricanes and other natural disasters, these lights will ensure safety when working, hooking to trailers, and entering and exiting vehicles. - Product Salient Characteristics The following is provided as a guide to obtain, at a MINIMUM or EQUAL to, the following specifications: - Features for the light bar include: 9600 lumens, 120 watts, contains 40, 3 watt high intensity CREE LEDs, 8 degree spot/90 degree flood combo pattern, black panel design, IP67 waterproof rating, durable die cast aluminum housing, technology to reduce moisture build-up, includes flat wound wiring harness with on/off switch, base and end mounts, noise silencers to eliminate hum and other wind noises. Light bar will be installed subdued in the center of the grill. Dimensions: 20 inch light bar. - Light Locations - Front corner lights: Will be located in the lower front corners of the front bumper (2) and feature: 80 lumens 18 watts (6, 3 watt high intensity CREE) LEDs, 8 degree spots, IP67 waterproof rating durable die cast aluminum housing, technology to reduce moisture build-up, includes flat wound wiring harness with on/off switch, base and end mounts, noise silencers to eliminate hum and other wind noises. Lights will be angled out to 45 degrees and should attach to the debris guard, making them subdued. Mounts are not visible. Dimensions: 4.8 L x 3.11 D x 3.63 H. - The rear lights (2) will consist of 4500 lumens total, 50 watts, each light contains 5, 5 watt high intensity CREE LEDs, IP67 waterproof rating, durable die cast aluminum housing, technology to reduce moisture build-up, includes flat wound wiring harness with on/off switch, base and end mounts, noise silencers to eliminate hum and other wind noises. Located under each side of the rear bumper. Mounts will be visible, preferably with the option to swivel. Dimensions: 4.8 L x 3.11 D x 3.63 H. 8. Spot Light - Installation of emergency warning devices per local public safety regulations is authorized. - Product Salient Characteristics The following is provided as a guide to obtain, at a MINIMUM or EQUAL to, the following specifications: - Item must be wireless remote controlled operation, 370 x rotation x 135 degree tilt, 5.5 amps, UV ray and saltwater resistant, integrated 12V DC high torque motor, weatherproof for land and sea applications, waterproof remote transmitters, R.F. programmable super Heterodyne receiver, 5 year limited warranty. Item must also be magnetic/removable from vehicle, cannot be bolt on. Light will be mounted on the roof of the truck and removable with a magnetic mount. Trailer Modifications 1. LED Red/White Emergency Lights - Installation of emergency warning devices per local public safety regulations is authorized. Installation must include up to 16 flashing modes. Lights must wired and controlled from inside of the truck and the controls must be safely accessible for both the driver and passenger. Dimensions of the light sets are 5x2x1 inches.
