THIS IS AN INTENT TO SOLE SOURCE ANNOUNCEMENT PURSUANT TO FAR 6.301-1. THIS CONSTITUTES THE ONLY WRITTEN NOTICE. NO OTHER NOTICE OR SOLICITATION SHALL BE ISSUED AS A RESULT OF THIS NOTICE. The NAICS code for this acquisition is 541512 with a Size Standard of $ 27.5 Million. The estimated award value of this action is $7,000,000.00. The anticipated period of performance is: Date of award plus 12 months. BACKGROUND The United States Census Bureau (USCB) is responsible for the reliable collection, preparation, tabulation and dissemination of demographic and economic statistics to meet the overall mission and strategic goals and objectives of the 2020 Census. An Integrated System of Systems (SoS) is a critical component of the 2020 Census Program. In August 2016, a competitive award was made to T-Rex Consulting Group to fulfill the role of Technical Integrator (TI) for the 2020 Decennial Census. The TI is required to integrate the efforts of other related 2020 Decennial contracts. Specific integration requirements are provided in technical directives. The award requires the TI to work, collaborate, and integrate with other 2020 Decennial programs (PEGA, C-SHARPs, dDaaS, dFIT, DSC). As a key component of this requirement, the TI was required to obtain off-site space for the 2020 Technical Integration Program Management Office (TIPMO). This contractor operated facility is critical to creating a forum for collaboration and integration of 2020 Census programs and the 2020 SoS. The facility must accommodate the necessary space, equipment and network, and physical security for the TI’s staff, to include critical subcontract support and space for Government monitoring and oversight of the project. TASKS The Technical Integrator for the Decennial Census shall continue to maintain the lease of the facilities located at 7601 and 7615 Ora Glen Drive, Greenbelt, Maryland for the remaining period of the Decennial Integration contract/order. The facility shall adhere to the requirements of the existing contract/order as provided for in the associated technical directive, paragraph 2.2. Due to the criticality of the facility in meeting the Congressionally mandated deadlines for the 2020 Census, the Government anticipates exercising the option contained in the base contract/order for the period September 20, 2017 to continue the lease period through September, 2018. The existing source for the facility lease is Steel Shaw LLC. INTERESTED PARTIES Interested parties may submit responses that demonstrate the ability of the respondent to meet the facility lease requirements without disruption to the schedule for the existing integration project. These responses will be considered for a period of 15 calendar days of the posting of this notice, SOLELY for the purpose of determining whether to conduct a competitive procurement for the lease. The Contracting Officer may determine that it is feasible to compete this requirement. A determination NOT to compete this requirement upon receipt of responses to this notice is solely within the Government’s discretion.
