The purpose of this special notice is to satisfy the requirement at FAR 8.402(f) to publicize the procurement of items not on the Federal Supply Schedule in accordance with FAR 5.101(a)(1) and (2). The Social Security Administration (SSA) has a General Services Administration (GSA), Multiple-Award, Blanket Purchasing Agreement (BPA) for Mail Survey Services. On August 24, 2017, SSA awarded a call order to Scantron in Eagan, MN for services to conduct a customer satisfaction survey of prospective client and retirement applicants. The order includes a base and three one-year options. Given the nature of this call order, it will include substantial open market items (OMI). Open market items include postage, business reply mail permit and annual maintenance fees, envelopes, letterhead, and postcards. The inclusion of these items is allowed as long as contracting officers follow the procedures at FAR 8.402(f).
