Special Notice Number: PIFSC-17-SN07 Agency: Department of Commerce Office: National Oceanic and Atmospheric Administration (NOAA) Location: National Marine Fisheries Service, Pacific Islands Fisheries Science Center The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center (PIFSC) intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Greatbatch Ltd. for customized lithium primary battery packs needed to power High-Frequency Acoustic Recording Package datalogger systems for long-term underwater acoustic recordings. The sole source determination is based on National Oceanic & Atmospheric Administrations (NOAA) requirement for the customized lithium primary battery packs that meet electrical and physical specifications required for the Scripps Institution of Oceanography instrumentation. The Government intends to negotiate a firm fixed price contract with the period of performance commencing approximately one year from the award date. The NAICS code for this procurement is 335912 with corresponding size standards in number of employees of 1000. This Special Notice is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Governments requirements may submit substantiating documentation in writing. Submissions are due no later than September 12, 2017 at 10:00 a.m. HST, Honolulu, HI. Oral communications are not acceptable in response to this notice. Responses may be emailed to Karen.Beck@noaa.gov. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
