Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, intends to award a firm fixed-price contract for the procurement of fifteen (15) each Portable Flyaway 50 Ton AOG Axle Jacks (Part Number (P/N) 9440-010; NSN: 1730-01-588-8638), on a sole source basis with Dutch Valley Supply Co. (CAGE Code: 31068), of Lawrenceville, GA, to support the P-8A aircraft. Also included in this procurement are option quantities of up to twelve (12) each Portable Flyaway 50 Ton AOG Axle Jacks (P/N 9440-010) for Fiscal Year (FY)19, up to twelve (12) each Portable Flyaway 50 Ton AOG Axle Jacks (P/N 9440-010) for FY20, and up to twelve (12) each Portable Flyaway 50 Ton AOG Axle Jacks (P/N 9440-010) for FY21. The Common Support Equipment is manufactured by Columbus Jack Corporation (CAGE Code: 00994) and sold only through their authorized distributor, Dutch Valley Supply Co. The quantities fill deficits for the United States Navy, Partner Countries, and Foreign Military Sales Customers. The Portable Flyaway 50 Ton AOG Axle Jacks are used to service aircraft wheels, tires and brakes on P-8 aircraft. Under the authority of 10 USC 2304 (c) (1), FAR 6.302-1, the Government intends to issue a sole source contract to Dutch Valley Supply Co. because this firm is considered the only responsible source capable of meeting the requirement. Columbus Jack and their authorized distributor, Dutch Valley Supply Co., own all proprietary rights to the engineering data and detailed product drawings. Columbus Jack has stated that this item is only available through their authorized distributor, Dutch Valley Supply Co. The Government does not own technical data, drawings, or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
