The Government intends to negotiate, on a sole source basis, a firm-fixed-price (FFP) acquisition with Livestock Marketing Information Center (LMIC). This non-competitive action is being issued by the Acquisition Services Directorate under the authority of the Department of the Interior Franchise Fund on the behalf of the United States Department of Agriculture (USDA), Foreign Agricultural Service (FAS). Description of Requirement: The Foreign Agricultural Service seeks a contractor to provide a subscription that provides price forecasts, projections and support materials (i.e. datasets, graphics) related to livestock market situation and outlook. Focus industries of the Center are cattle/beef, hogs/pork, sheep/lamb, dairy, poultry and major feedstuffs. The major responsibility of Center staff is to develop and produce materials designed to help members in their livestock industry programs. Thus, the LMIC produces and maintains many types of outputs for use by its members. In this role, Center staff provide weekly data spreadsheet and Power Point graph updates (over 400 unique graphs), newsletters/analysis (non-technical and technical publications), electronic market updates, data tables, etc. In order to provide these services, staff maintain a comprehensive database on price, production, consumption, trade, and related livestock industry data. Center staff cooperate in regional and national conferences, often in conjunction with member economists. Center staff consult on research studies and facilitate multi-state research and education projects. In addition, Center activities help to provide a flow of information about current conditions, issues and outlook between members regarding the livestock industry. This action is being processed in accordance with FAR 13, Simplified Acquisition Procedures, and only one reasonable source, LMIC currently provides this type of subscription. No other organization is known to provide or have the specific knowledge to provide this type of subscription. However, interested parties may identify their interest and capabilities regarding this requirement by submitting a capabilities statement by the date specified herein. The period of performance for this effort will be one year and may include four one year option periods. The Government will consider all capabilities statements received by 12pm EST, Friday, September 8, 2017. Please be advised that it is the offeror ôs responsibility to assure the Government receives your submission on or before the specified due date. Submissions shall be sent electronically to Mike McGuire, Contracting Officer at mike_mcguire@ibc.doi.gov. This is NOT a request for competitive proposals. A determination by the Government not to compete this proposed action based upon responses to this announcement is solely within the discretion of the Government. Information received is solely for the purpose of determining whether to conduct a competitive acquisition. The Government reserves the right to issue a Request for Quote (RFQ) as a result of this announcement. Please be advised that this announcement may constitute the only notice that will be posted for this acquisition, based on the review of any responses to this notice.
