This 15 calendar day notice shall expire on September 20, 2017 at 4:00 PM Eastern Standard Time, Responses to the intent to sole source are received by the Government by close date. The proposed contract action will support services for which the Government intends to solicit and negotiate with only one source under the authority of the Federal Acquisition Regulation (FAR) 6.302-1. Interested individuals may identify their interest and capability to respond to the requirement by submitting in writing their name, address, telephone number, email, and a statement regarding capability to provide the specified work. Responses shall be limited to three (3) pages or less, including all attachments. Interested parties will be considered only if they respond to this notice with clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and is able to deliver the services needed. Diamond Solutions Inc. will continue the current work it has been doing until the protest is ended and the new contractors can be transitioned into the new contract. The purpose and objectives for the issuance of a Bridge Contract with the incumbent contractor, Diamond Solutions, Inc. (DSI), will ensure the continuation of the mission critical services at the current level of performance provided under the current FAERS-DMP contract and allow transition services to the new contractor. As noted, these are FDA mission critical services and suspension or interruption has the real potential of resulting in a public health issue as adverse drug reports would not be visible to FDA safety analysts. The data the program captures includes life or death situations, which need to be available to FDA safety analysts as soon as possible. Anticipated Award Date and Period of Performance: The Government anticipates an award date by September 29, 2017. The estimated period of performance is 3 (three) months, with 2 (Two) 3-Month Option Periods, until the new contract is awarded.
