These FAQs provide answers to 43 frequently asked questions regarding the NCRC EPOS procurement. These questions and their answers are organized into five broad categories, including (1) NCRC EPOS Vision; (2) The National Cyber Range Complex; (3) The NCRC Enterprise; (4) Event Planning, Operations and Support; and (5) NCRC EPOS Acquisition Strategy. PURPOSE: This Sources Sought Notice (SSN) is being issued as a follow-on to NCRC Request for Information (W900KK-17-NCR) dated 15 March 2017; a Special Notice (W900KK-17-NCR-IndustryDay) dated 16 May 2017 that included amendments posted thru 26 Jun 17; and the NCRC National Cyber Range Complex Sources Sought Notice (W900KK-17-NCRC) dated 19 May 2017, with a modification/amendment posted on 8 June 2017. The purpose of this notice is to inform Industry about a revision to the NCRC EPOS draft Performance Work Statement (PWS). To receive the draft NCRC EPOS PWS, please send your contractors personnel clearances by 6 Sep 2017 via JPAS to SMO W317053 to ensure you have the requisite clearances to receive the draft document. The point of contact is Mr. Terry Vital, Special Security Officer (SSO), at 256-876-8624 or terry.d.vital.civ.mail.mil. Once clearances are received, Mr. Robert Baird will e-mail requested draft NCRC EPOS PWS via AMRDEC SAFE to the cleared individuals. RESPONSES REQUESTED: Respondents that have already submitted a Capability Statement in accordance with the instructions under notice W900KK-17-NCRC are invited to submit a two (2) page addendum. The addendum will be added to your original submission for the NCRC EPOS Teams consideration as the Government continues to perform market research during its development of an acquisition strategy. Please use the instructions provided in the previous Sources Sought Notice (W900KK-17-NCRC) to determine content, format and structure of the two page addendum. A copy of that notice is attached to this announcement W900KK-18-R-0011. Marketing material describing individual company general capabilities is neither relevant nor desired unless such information addresses specific approaches to meeting the NCRC EPOS requirements and capabilities. DO NOT revise and/or resubmit the Capability Statement previously submitted. Only the addendum will be accepted. Additional documents will be returned to the sender without further review. Submit the addendum by e-mail no later than 3:30 p.m. Eastern on 13 September 2017. With the revised draft NCRC EPOS PWS a comment/questionnaire matrix will be provided in MS Excel format. The Governments NCRC EPOS Team requests the timely submission of comments/questions from Industry no later than 3:30 p.m. Eastern on 25 September 2017. The two page Capability Statement Addendum and Comments/Questions can be submitted by e-mail to the Contracting Officer and Contract Specialist named in this announcement W900KK-18-R-0011. Each document shall be password protected. Passwords shall be submitted in an e-mail separate from the documents. A copy of Frequently Asked Questions and Government responses concerning the NCRC EPOS procurement is attached to this notice. The document is a collection compiled by the Governments note takers during One-on-One sessions held in conjunction with Industry Day. The NCRC EPOS Team will respond to additional questions and comments submitted at Industry Day on index cards, or in handouts, on a date to be determined in the near future.
