Description

i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. ii) This is a Request for Quotation (RFQ), solicitation number FA4855-17-R-0032. iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-95 and Defense Change Notice 20170119. (iv) This acquisition is full and open. The NAICS code is 332439 and the Small Business Size Standard for this NAICS code is 500 employees. (v) Weapons Container with salient characterics listed below: 1 EA - AAR Manufacturing Inc. ISU90 Weapons Storage Container or Equal The minimum specifications an item must meet are as follows: - Must include alarm system - Must include dehumidifier - Must include CDX-10 Lock - Must include 12 tie-downs on back wall -Must include racks for 6 EA 9MM, 10 gun racks capacity f/ 60 weapons -Must include 6 EA GAU-21 1-gun rack capacity for 6 weapons (vi) Delivery shall be F.O.B. Destination to: 27 SOMXS/MXMFM Attn: MSgt Michael Amado 207 E. Albright Ave, Bldg 122 Cannon AFB, NM 88103 Delivery Date: 60 Days ARO (vii) A statement that the provision at FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following is included as an addendum to 52.212-1: All quotes must contain unit and extended prices from the CLINS listed in paragraph v of this RFQ. Multiple awards are not anticipated, but the Government reserves the right to consider multiple awards during evaluation. Proposals containing additional CLINS outside CLINS listed in paragraph v will be considered nonresponsive and not considered for award. If additional items are proposed, offerors must include those items as a part of the CLINS provided. Any equal items submitted must include necessary product data to properly evaluate the item as an "equal" item in accordance with FAR 52.211-6, Brand Name or Equal. All offerors must include a delivery date. If no delivery date is provided, a delivery date of days 60 ADC will be assumed. Delivery date will not be used in the evaluation. The Government intends to make award to the lowest priced technically acceptable offeror. The Government intends to award without discussions with respective offerors. The Government, however, reserves the right to conduct discussions if deemed in its best interest. The following listed are evaluation factors that shall be used in the evaluation process: Price Technical Capability: Technical Acceptability is achieved when the offeror provides proof that the products will meet the standards listed in the statement of work. All offers will be ranked according to the total evaluated price and then reviewed for technical acceptability. If the lowest priced offer is determined to be technically acceptable, further evaluation of the remaining quotes will not take place. *All offerors shall submit technical description of the products being offered in sufficient detail in addition to the price proposal, to evaluate compliance with the requirements in this solicitation. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror, shall result in a binding contract without further action by either party. Before the offers specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of Provision) (ix) All offerors must complete and submit the provision at FAR 52.212-3 Offeror Representations and Certifications --Commercial Items, or its electronic equivalent. All offerors must complete the following provision and include it with any quotes submitted: BUY AMERICAN-BALANCE OF PAYMENTS PROGRAM CERTIFICATE-BASIC (NOV 2014) Definitions. "Commercially available off-the-shelf (COTS) item," "component," "domestic end product," "foreign end product," "qualifying country," "qualifying country end product," and "United States," as used in this provision, have the meanings given in the Buy American and Balance of Payments Program-Basic clause of this solicitation. Evaluation. The Government- Will evaluate offers in accordance with the policies and procedures of Part 225 of the Defense Federal Acquisition Regulation Supplement; and Will evaluate offers of qualifying country end products without regard to the restrictions of the Buy American statute or the Balance of Payments Program. Certifications and identification of country of origin. For all line items subject to the Buy American and Balance of Payments Program Basic clause of this solicitation, the offeror certifies that- Each end product, except those listed in paragraphs (c)(2) or (3) of this provision, is a domestic end product; and (ii) For end products other than COTS items, components of unknown origin are considered to have been mined, produced, or manufactured outside the United States or a qualifying country.
