Description

The Naval Air Warfare Center Aircraft Division, Lakehurst, intends to solicit on a sole source basis to Peck & Hale Cargo Securing Systems and Solutions, Sayville, NY 11796. The anticipated Firm Fixed Price contract is for a quantity of five (5) each Full Power Run Up Restraints, Part Number: 3608AS100-1, NSN: 1730-01-456-8398: three (3) for the French Navy E-2C; and two (2) for the Australia Air Force F/A-18. These platforms have requirements to run engines to full power for testing various systems. This aircraft restraint will safely restrain the aircraft from moving during the full power run up tests. It is anticipated that the awarded contract will have a Period of Performance of six (6) months. The Government intends to negotiate this procurement under the authority of 10 USC 2304 (c) (1), as implemented by FAR 6.302-1. The Government does not own the complete data, Forging Dies, Drawings, or other specifications to permit full and open competition. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
