Introduction: The US Army Contracting Command - Orlando, Alpha Division (ACC-ORL-OPA) is issuing this Sources Sought Notice (SSN) as a means of conducting market research to identify potential sources having the interest and the ability to support the development of data entry applications for the Combat Training Center (CTC) LTE network. Program Description: Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) Project Manager for Training Devices (PM TRADE), Product Manager for Combat Training Instrumentation Systems (PdM CTIS) has a requirement to provide a Windows 10 (Win 10) web based application allowing the Observer Controller / Trainer (OC/T) to enter indirect fire mission data. The data will be sent across a Virtual Private Network (VPN) tunnel on the LTE cellular network to an interface into the CTC Instrumentation System (CTC IS). At any given time, numerous fire missions are in various stages of execution controlled by more than one OC/T. A fire mission may be handed off between OC/Ts. This effort includes developing the Win 10 web based application(s); developing the synchronization with the CTC IS gateway; coordination with the Consolidated Product Line Management Next (CPM Next) contractor on the interface, protocols and Interface Control Document; application of the CTC-IS cybersecurity constraints; recommendations on changes to the cybersecurity constraints due to this effort; and delivery of the software code and packages, training documents, logistics documents. This effort does not include the delivery of hardware; the application will run on existing Win 10 tables at the National Training Center. When the firing mission arrives at the Fire Direction Center (FDC) by tactical communications, the OC/T will enter data such at the Target Number, location of the target, firing unit, etc. OC/T will send that data to the CTC IS. As the technical firing solution is determined by the FDC, the OC/T may update the data. When the firing unit fires the mission, the OC/T updates that data. If the mission is adjusted and fired again, the OC/T will update the data. Each update results in data sent to the CTC IS. The OC/T may have multiple mission that he need to select the correct one when updating. Acquisition Approach: The result of this market research will contribute to determining the method of procurement. Based on the responses to this SSN, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. The Government anticipates the requirement will be fulfilled by a Stand-alone C-type contract in accordance with FAR Part 15. The Government anticipates making the award on Best Value / Subjective Tradeoff Basis. The NAICS code is projected to be 541330 - Engineering Services with a Small Business Size Standard of > $38.5M for Military and Aerospace Equipment and Military Weapons. If a vendor is a small business, please provide how you plan to meet the limitations on subcontracting per FAR 52.219-14, Limitations on Subcontracting. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Anticipated contract award in Second Quarter of Fiscal Year 2018 with performance to begin after contract award. Responses Requested: Interested contractors must submit their capabilities statement by the closing date of this notice to the Points of Contact (POCs) listed below. Responses shall provide a description of vendors ability to meet the requirements above. This description should include a demonstration that the source has adequate financial resources to perform the contract, or the ability to obtain them; considers all existing commercial and governmental business commitments; has a satisfactory record of integrity and business ethics; has the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them; and has the necessary technical and management resources and facilities, or the ability to obtain them.
