AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is W912JB-17-T-4107 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. The associated North American Industrial Classification System (NAICS) code for this procurement is 333911 with a small business size standard of 500.00 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2017-09-11 17:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Selfridge ANG Base, MI 48045 The National Guard - Michigan requires the following items, Brand Name or Equal, to the following: LI 001: A SITE VISIT IS REQUIRED (SEE BUY TERMS AND ATTACHMENTS FOR INSTRUCTIONS) SUPPLY AND INSTALL 17 HEAD FEET, OIL LUBRICATED PROPELLER TYPE LIFT STATION PUMP, INCLUDES NEW COLUMN PIPE, LINE SHAFT, DISCHARGE HEAD WITH STUFFING BOX, OIL TUBE ASSEMBLE GASKETS, AND NEW PRESSURE GAUGE, THE VERTICAL HOLLOW SHAFT MOTOR IS TO BE REUSED. PUMP MUST BE ABLE TO FIT EXISTING VERTICAL HOLLOW SHAFT MOTOR US MOTOR BRAND: SERIAL # 325821, FRAME 292A, 75 HP, 220/440 VOLTS. PHASE 3., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, National Guard - Michigan intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. National Guard - Michigan is taking this action in an effort to improve both vendor access and awareness of requests and the agencys ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. The site visit for this solicitation is scheduled for 01:30 PM ET, Wednesday, 06 September 2017. All contractors interested in bidding must make prior arrangements to attend site visit. Please note that contractors should limit to no more than two personnel from each company to attend the site visit. Any contractor who arrives to designated location later than the designated time, or failed to make arrangements to attend the site visit will not be granted access to the installation. Site visit will start at 43200 Maple Street Bldg 105, Selfridge ANGB, MI. at this time and date to view the work site. Bidders should visit the site and take such other steps as may be reasonable necessary to ascertain the nature and location of work and the general and local conditions that can affect the work or cost thereof. Failure to do so will not relieve bidders/offerors from the responsibility for estimating properly the difficulty or cost of successfully performing the work. The government will assume no responsibility for any understanding or representation concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in the invitation for bids or related documents.
