Presolicitation Notice FY18Dockside Repairs to NOAA Ship OKEANOS EXPLORER The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA, on behalf of the Office of Marine and Aviation Operations (OMAO), intends to solicit for dockside repairs to NOAA Ship OKEANOS EXPLORER. The OKEANOS EXPLORER is 224 feet long overall, and its home port is North Kingstown, Rhode Island. Provide all labor, material, and equipment necessary to perform the following (including, but not limited to): BASE ITEMS: ABS Intermediate Hull Survey Inspection Bow Thruster Motor and Motor Cooler Cleaning Engineers Office (1-62-0-Q) Vent Duct and Chilled Water Piping Re-Insulation Gauge and Instrument Calibration SCR Breaker Cleaning and Testing 0-1 and 0-2 Deck Passageway Deck Covering Renewal Annual Fire Detection & Suppression Systems Inspection And Fire Detection Panel Troubleshooting Gaylord Hood Exhaust Duct Renewal Annual Liferaft Inspection #2 AC Compressor and Spare AC Compressor Overhauls OPTION ITEMS: Tween Deck Preservation 02-34-1-Q Fan Room Cooling Coil Renewal HVAC System Balancing Chemical Lab Deck Covering Replacement VSAT Mast and Antenna Installation Mission UPS Maintenance and Battery Upgrade Mission UPS Infrastructure Upgrade Interior and Exterior Hose Inventory The solicitation will include a liquidated damages clause. The performance period will be approximately 56 calendar days, with a start date on or about January 11, 2018 and a completion date on or about March 8, 2018. Place of performance is scheduled to be at Singing River Island, Pascagoula, MS. An inspection of the ship is scheduled for on or about November 28, 2017, in Key West, FL (Pier, pier access information, and time will be provided in the Solicitation). The acquisition will be issued as a Request for Proposals (RFP) in accordance with FAR Part 15. The RFP will be issued on or about September 25, 2017 with proposals due on or about December 6, 2017. The anticipated award date is December 20, 2017. This procurement is unrestricted; all responsible sources may submit an offer which shall be considered by the agency. The Government anticipates awarding a firm fixed price contract to the contractor whose proposal represents the best value considering price and non-price factors. The RFP will be issued via electronic posting on the Federal Business Opportunity (FBO) web page www.fbo.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FBO for the release of the RFP, specifications, drawings and all subsequent amendments. The specification will be uploaded to www.fbo.gov with the RFP. Prospective offerors who are interested in submitting a proposal for this acquisition are encouraged to register with the FBO Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FBO where this synopsis is posted). Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov/portal/public/SAM; offerors must also obtain a Data Universal Numbering System (DUNS) number and provide it with the offer.
