J&A for Nadcap Subscription The below notice is prepared in accordance with FAR 5.207(c) Format for Description: The Defense Contract Management Agency (DCMA) Procurement Center, located at 3901 Adams Avenue, Fort Lee, Virginia, intends to award a sole source contract to Performance Review Institute (PRI), 161 Thornbill Road, Warrendale, PA for the National Aerospace and Defense Contractors Accreditation Program (Nadcap) Membership and eAudit Data subscription. The Nadcap membership is used to obtain information on contractor special processes and to enhance risk assessment and contract surveillance. DCMA participates on the Nadcap Management Council and Technical Task Groups provided by Performance Review Institute (PRI). This requirement is classified under North America Industry Classification System (NAICS) 519130 with a size standard of 1,000 employees. The Product or Service Code (PSC) is U005. The period of performance will be September 30, 2017 through September 29, 2018, with four one-year option periods that may extend the subscription until September 29, 2022. This is a sole source notice published for informational purposes only. The Government intends to solicit and negotiate with only one source under the authority of 41 U.S.C. 1901 as prescribed in FAR 13.106-1(b)(1)(i), soliciting from a single source. A justification to not compete this acquisition has been properly executed and included with this notice. The justification addresses the requirements of FAR 5.207(c)(15), reason for lack of competition. Please note that this is not a request for competitive proposals or quotes. Responsible sources may submit a capability statement or quotation, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government for the requirement identified above. Information received in response to such notice is normally considered for the purpose of determining whether to conduct a competitive procurement; however, a determination by the Government to not compete this requirement is solely within the discretion of the Government.
