Description

JCLRP 18 AR: The Okanogan-Wenatchee National Forest requests services including sanitation, release and thinning. Services also include slash treatments with hand piling of created slash and bucking, lop and scatter of existing slash. Location of the work is on the Tonasket Ranger District in Okanogan County, Washington State, in the northeast portion of Washington State. This project requires the furnishing of all tools, equipment, materials, supplies, labor, supervision, workmans compensation, unemployment insurance, transportation, and incidentals to perform all work necessary to accomplish the ladder fuels reduction. Migrant and Seasonal Agricultural Worker Protection Act registration and a Washington State Farm/Forest Labor License are mandatory and are required at time of quoting. The period of this contract is award date through September 30, 2019. All work must completed, accepted and invoiced by September 30, 2019. Estimated start work date is 3 calendar days from the issuance of a written "Notice to Proceed". Based on an estimated start work date of May 15, 2018 the performance production completion rate is as follows: Items 1.8 - 2.8; Estimated 251 / 251 acres; Estimated start work date - May 15, 2018; Completion date June 15, 2018; Contract time 30 calendar days; Minimum rate of progress 16 acres per day. Items 1.9 - 2.9; Estimated 73 / 73 acres; Estimated start work date - June 15, 2018; Completion date June 30, 2018; Contract time 10 calendar days; Minimum rate of progress 10 acres per day. Remaining Items; Estimated 584 / 584 acres; Estimated start work date - June 30, 2018; Completion date September 30, 2019; Contract time 395 calendar days (275 seasonally adjusted calendar days); Minimum rate of progress 8 acres per day. All production rates are inclusive of ladder fuels reduction, any required slash treatments, and reflects lost time due to seasonal weather closures or IFPL shutdown periods. The contract will have two line items. Item 1 is approximately 908 acres of ladder fuels reduction. Item 2 is approximately 908 acres of hand piling of created slash treatments with buck, lop and scatter of existing slash treatments. Total treatment acres equate to 1816 acres. It is anticipated that not all sub-items will be awarded (reference solicitation), those sub-items not awarded will become option items. This project will be advertised as a written quotation and will be solicited under the Simplified Acquisition Procurement (SAP) and Commercial Item rules. FAR 13.5, Test Program for Certain Commercial Items does apply. Issue date of the solicitation is on or about September 14, 2017. The actual quote due date will be listed in the solicitation and currently is estimated due the middle of October, 2017. The project is a 100 percent small business sect aside. NAICS code is 115310, Support Activities for Forestry, Fuels Reduction Services. Small business size standard is $19 million. All responsible sources may submit a quote which will be considered. An electronic copy of the solicitation will be posted at this site on the issue date. Note: Funds are not presently available for this effort; but is anticipated. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the solicitations closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror/quoter for any costs incurred.
